Book excerpt: This report presents an updated analytical assessment of the status of the Georges Bank Atlantic cod Gadus morhua stock (NAFO Division 5Z and Subarea 6) for the period 1978-2004 based on analysis of USA and Canadian commercial landings data and research vessel survey data through 2004. Estimates of 2004 fishing mortality and spawning stock biomass, 2005 beginning year stock size, and the precision of the fishing mortality and spawning stock biomass estimates are presented. Total commercial landings of Georges Bank cod in 2004 were estimated at a record low 4,583 mt, a 42% decrease from the 7,963 mt landed in 2003. The USA fleet landed 76% of the total, and the Canadian fleet landed the remaining 24%. Fishery-independent surveys conducted by the Northeast Fisheries Science Center show similar trends in both biomass and numbers of cod since 1982. The 2004 indices remain below the long term average. Autumn recruitment indices of age 1 cod have been below the time series average since 1989 and among the lowest in the time series. Spawning stock biomass declined from about 93,000 mt in 1980 to a record low of 17,340 mt in 1995, and had increased to 30,000 mt by 2001 primarily due to the growth of the 1996 and 1998 year classes. The 2004 estimate of SSB was 22,564 mt, a decrease of 25% from 2001. Fishing mortality doubled between 1979 and 1985, increased to a record high of 1.5 (72% exploitation rate) in 1994, and has since declined to 0.24 (19% exploitation rate) in 2004. The 2004 year class (10.4 million age 1 fish) was strong, but below the time series average (14.7 million age 1 fish). The 2003 year class (21.2 million age 1 fish), however, is the first above average year class since 1989. This year class, and continued low exploitation with minimal discarding, offer a realistic opportunity for the stock to recover toward the SSBMSY of 217,000 mt.

Forecasts of 1995 landings and resulting 1996 spawning stock biomass at various levels of 1995 fishing mortality are also given. The 1994 assessment was based on several diverse sources of information including: USA and Canadian landings at age estimates, USA spring and autumn and Canadian spring research vessel survey data, and standardized USA commercial fishing effort data. Total landings of Georges Bank cod declined in 1993 to 23,100 metric tons (t) from a recent high of 42,500 t in 1990, a decrease of about 50% and the lowest annual total since the mid-1970s. USA landings have exhibited a proportional decrease similar to the overall trend. Despite sharp recent declines in landings, biological sampling has remained relatively intense. Commercial landings per unit of standardized effort declined steadily between 1982 and 1987, appeared to stabilize at the low 1987 level through 1991, but declined sharply in 1992 and, to a lesser extent, in 1993. Fishery-independent spring and autumn bottom trawl surveys conducted by the Northeast Fisheries Science Center (NEFSC) have also documented a steady decline in total stock biomass since the early 1970s; the largest decreases have occurred since 1980. The 1993 and 1994 indices suggest that the Georges Bank cod stock is at a record-low biomass level. Recent recruitment indices of age 1 and 2 cod from the NEFSC autumn surveys have been well below levels observed prior to 1980. Of these, only the 1983, 1985 and 1987 year classes were above average, but year classes appearing since 1987 have been weak. Spawning stock biomass has declined from about 90,000 t during the early 1980s to record low levels of 37,200 t in 1993 and 29,100 t in 1994. At the present level of exploitation, the spawning stock is expected to decline further through 1997. Fishing mortality doubled between 1979 and 1985, declined briefly, but increased again in 1988 and reached a record-high level of 0.91 in 1993, resulting in an exploitation rate of about 55%. At the present level of exploitation, landings from this stock are expected to decline to less than 13,000 t in 1995 and spawning stock biomass is projected to decline to about 17,000 t in 1996.

Book excerpt: Indices of mature biomass, derived from spring and autumn NEFSC research vessel bottom trawl surveys, were used to derive long-term trends in spawning stock biomass (SSB) for stocks of Gulf of Maine and Georges Bank cod for years before VPA-based estimates were available. The relationship between survey mature biomass indices and VPA-derived estimates of SSB were determined by linear least squares regression with the survey index as the dependent variable. Both variables were transformed to logarithms and the survey indices were smoothed by an integrated moving average procedure before performing the regressions. To obtain estimates of SSB in years prior to VPA estimates, the linear equations were rearranged to predict the independent variable (SSB) from the smoothed survey indices. Regressions were jackknifed to estimate extrinsic prediction limits. For Georges Bank cod, predicted survey values from the time series smoothing exhibited stronger relationships with SSB than unfitted indices. The log transformation linearized the relationships, homogenized residual variance, and improved overall fit, suggesting a lognormal error structure. Both surveys predicted SSB with an extrinsic error of 18-21%. Overall, SSB for Georges Bank cod was estimated to have declined from 100,000-140,000 mt during the 1970s to 40,000-50,000 mt in 1993 and 1994. Results for Gulf of Maine cod were less conclusive as the relationship between SSB and the survey indices of mature biomass was not well defined.

Recent recruitment indices of age 1 cod remain among the lowest in the time series, however, indices of age 2 fish indicate that the 1996 year class is about average. Spawning stock biomass declined from about 92,000 mt in the early 1980s to a record low of 20,000 mt in 1994 and has since increased to 35,000 mt in 1999. Mean biomass exhibits similar trends. Fishing mortality doubled between 1979 and 1985, increased to a record high of 1.42 (70% exploitation rate) in 1994 and has since declined to 0.22 (18% exploitation rate) in 1999. Recruiting year classes have been well below the long term average (16 million fish) since 1991.
