Book excerpt: "The National Marine Fisheries Service (NMFS) will propose an annual catch limit (ACL) of 346,000 Ib of main Hawaiian Islands Deep 7 bottomfish during the 2011-12 fishing year, and an annual catch target (ACT) of 325,000 lb as an accountability measure based on the ACL. The Western Pacific Fishery Management Council (Council) based these recommendations on a 2010 NMFS bottomfish stock assessment, recommendations from its Scientific and Statistical Committee, and in consideration of public input. To account for managemcnt uncertainty, the ACT is six percent lower than the ACL and is intended to prevent the ACL from being exceeded. The ACL and ACT, together with the closure of the fishery when the ACT is reached, are expected to provide for long-term sustainability of Deep 7 bottom fish. The ACL was developed in accordance with the method prescribed in the Fishery Ecosystem Plan for the Hawaiian Archipelago. The specification is not expected to result in large changes to the size of or manner in which the MHI bottomfish fishery is conducted. The specifications are expected to have positive long-term impacts on fishery participants and the fishing communities by providing for long-term managed use of the MHI bottomfish. The MHI Deep 7 bottom fish fishery opens on September I of each year. NMFS and the State of Hawaii monitor commercial landings and progress toward the ACT. When the ACT is projected to be reached, both the commercial and non-commercial MHI bottomfish fishery are closed for the remainder of the fishing year. The ACLs and AMs will be applicable in fishing years 2012 and 2013, which run from January 1 to December 31. The purpose of this action is to comply with provisions of the fishery ecosystem plans (FEP) for American Samoa, the Mariana Archipelago, and Hawaii which require NMFS to specify an ACL for each stock and stock complex in the western Pacific bottomfish fisheries and implement AMs that prevent ACLs from being exceeded, and correct or mitigate overages should they occur. The ACL specifications and AMs were developed by the Council using the best available scientific information and were coordinated with the public. The ACLs and AMs are intended to provide for long-term sustainability of the bottomfish fisheries of the western Pacific. NMFS prepared an environmental assessment (EA) to consider the effects of the proposed specifications on the environment. The ACL specifications are not accompanied by in-season closures, but rather, by AMs that call for a post-season fishery review of the fishery to determine whether an ACL was exceeded, and, if so, additional consideration of whether stocks were adversely affected, and the possibility of adjusting the ACL. Because there is no in-season management measure (such as a fishery closure should an ACL be reached), the manner in which the coral reef fisheries of the region are conducted is not likely to change. Book excerpt: "The challenges surrounding the robustness and utility for scientific and management purposes of the Hawaii Department of Aquatic Resources (DAR) commercial data have been known for some time. There are issues with both data quality and data structure that affect its utility for management and stock assessments. Reporting requirements and data forms have changed over time. Scientists in the region have made multiple attempts over decades to refine DAR commercial data for stock assessment purposes. Starting at least in 1982, scientists have attempted to conduct stock assessments on Deep 7 bottomfish and, in doing so have applied analyses to address data quality and structure issues (Ralston & Polovina 1982). Many other attempts to resolve data issues have taken place over the iterations of stock assessments since then, and not all are described here. More recently, in 2004, the review, synthesis, and analysis of existing data were identified as a high priority at a series of stock assessment workshops convened to assess current bottomfish and coral reef fish assessment and data collection methods. Since then, various meetings continued to be held to discuss, identify, and resolve ongoing data issues, including a commercial catch-per-unit-effort (CPUE) workshop in 2008 (Moffitt et al., 2011). Overall, DAR has made efforts at improvements in data collection and the National Oceanic and Atmospheric Administration (NOAA) Pacific Islands Fisheries Science Center (PIFSC) has continued analyzing and exploring the DAR commercial data through multiple iterations of bottomfish stock assessments and related analyses. Despite these ongoing efforts, this issue emerged again in December 2014, when NOAA contracted the Center for Independent Experts to conduct an independent external peer review of the 2014 main Hawaiian Islands Deep 7 bottomfish stock assessment which was completed by PIFSC scientists. This independent external review panel had strong reservations regarding the quality of the Hawaii DAR commercial Fisher Reporting System (FRS) data used to calculate input catch and CPUE for the stock assessment. The review panel concluded that although the methods to standardize CPUE and the assessment model were appropriate, the deficiencies in input data quality caused the stock assessment to have serious flaws that compromised its utility for management. In response to these concerns and others, PIFSC organized a series of workshops bringing together participants from the NOAA Pacific Islands Regional Office (PIRO), the Western Pacific Regional Fishery Management Council (the Council), and fisher stakeholders to help understand and resolve these data issues conclusively. This was accomplished by identifying, and resolving, to the extent possible, issues in the DAR commercial data that affect the quality of data on Deep 7 bottomfish for stock assessment purposes. A series of workshops and small-group working sessions were held to facilitate completion of these tasks, with accompanying intersessional analyses. The ultimate goal was to produce a higher quality commercial data set that is deemed acceptable for stock assessment and management use by scientific, management, and user group (fisher) stakeholders"--page 1.

The TAC is an annual specification required pursuant to federal regulations at 50 CFR 665.72 and provides for the long-term sustainability of bottom fish stocks of the Hawaiian Islands Archipelago. The Western Pacific Fishery Management Council (Council) based its recommendation for the TAC on a bottomfish stock assessment prepared in 2009 by the NMFS Pacific Islands Fisheries Science Center (PIFSC), and following coordination with its Scientific and Statistical Committee and interested members of the public during the 148th Council meeting held in June-July 2010. The TAC for the 2010-11 fishing year is the same TAC level that was specified for the previous year and is associated with no risk of overfishing of Hawaiian archipelagic bottomfish stocks, and a risk of localized depletion ofthe MHI management subarea bottomfish stocks of less than 38 percent. The TAC will not result in a change in fishing gear or other changes to the conduct of the fishery that could cause significant environmental impacts"--Cover letter.
