Book excerpt: Results-based management (RBM) is a public management strategy that involves decision making based on reliable information regarding the effects of governmental actions on society. It has been adopted in various developed countries as a way of improving efficiency and effectiveness in public policy. In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

It is observed that overall users trust macroeconomic statistics in Guatemala. Data-producing agencies viewed TA and training provided by Statistics Department, IMF during 1998–2015 as most effective to improving the quality of statistics. There is broad recognition of the Bank of Guatemala’s key role in producing and disseminating statistics. There was consensus that TA and training were effective and helped enhance data quality of all datasets, but to a modest extent Government Finance Statistics and Producer Price Index. The effectiveness of TA largely depends on capacity built in the main data-producing agencies.

Book excerpt: Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. Book excerpt: Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

While there has been a recent surge in analytical work on the topic, this book is motivated by the large heterogeneity in migration and remittance patterns across countries and regions, and by the fact that existing evidence for Latin America and the Caribbean is restricted to only a few countries, such as Mexico and El Salvador. Because the nature of the phenomenon varies across countries, its development impact and policy implications are also likely to differ in ways that are still largely unknown. This book helps fill the gap by exploring, in the specific context of Latin America and Caribbean countries, some of the main questions faced by policymakers when trying to respond to increasing remittances flows. The book relies on cross-country panel data and household surveys for 11 Latin American countries to explore the development impact of remittance flows along several dimensions: growth, poverty, inequality, schooling, health, labor supply, financial development, and real exchange rates.

For the Mam Maya municipality of Todos Santos Cuchumatán, inhabited by a predominantly indigenous peasant population, the aftermath of war and genocide resonates with a long-standing tension between state techniques of governance and ancient community-level power structures that incorporated concepts of kinship, gender, and generation. Showing the ways in which these complex histories are interlinked with wartime and enduring family/class conflicts, Maya after War provides a nuanced account of a unique transitional postwar situation, including the complex influence of neoliberal intervention. Drawing on ethnographic field research over a twenty-year period, Jennifer L. Burrell explores the after-war period in a locale where community struggles span culture, identity, and history. Investigating a range of tensions from the local to the international, Burrell employs unique methodologies, including mapmaking, history workshops, and an informal translation of a historic ethnography, to analyze the role of conflict in animating what matters to Todosanteros in their everyday lives and how the residents negotiate power. Examining the community-based divisions alongside national postwar contexts, Maya after War considers the aura of hope that surrounded the signing of the peace accords, and the subsequent doubt and waiting that have fueled unrest, encompassing generational conflicts. This study is a rich analysis of the multifaceted forces at work in the quest for peace, in Guatemala and beyond.

Children and Languages Today: First and Second Language Literacy Development is the outcome of the conference held in 2017 at the Faculty of Education, University of Osijek. It is a collection of papers by experts on a wide range of topics that include developing literacy in teaching first and second languages and encompassing different fields of science and expertise, such as children's literature, bilingualism, metaphor usage, translation, vocabulary, narrative and orthography. This book hopes to shed light on and open up an array of questions in the area of literacy development.
