Peter R. Stopher, International Planning Studies In February 2003, the London Congestion Charging Scheme was introduced and in 2006 a similar policy was introduced in Stockholm. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.

Book excerpt: Urban traffic congestion poses challenges to American cities in the form of lost time, economic costs, increased accidents, air pollution, and barriers to mobility. Congestion pricing has the potential to be part of the solution yet also raises a number of concerns about whether pricing a public good can be done in an equitable manner. Past studies suggest the policy is not inherently unfair, however, these studies are retroactive and focus on economic notions of welfare that are at odds with how we understand the role of equity in planning. This thesis seeks to move beyond retrospective fairness evaluations and investigate how one could plan for an equitable congestion pricing scheme by proposing a new framework, inspired by the method of scenario planning, to evaluate congestion pricing. This framework will be used to examine the case of a potential congestion pricing scheme in the Boston Metropolitan Region. This study combines best practices from the field of scenario planning with spatial and statistical analysis to methodically evaluate a scheme definition and understand how subpopulations are impacted differently by charging. This thesis will also analyze the distributional impacts, making use of travel diary data and the synthetic control method, of the London Central Charging Scheme to illustrate how scheme design and policy levers can contribute to differential behavioral responses.

To conduct this study, the National Research Council established the Committee for Study on Urban Transportation Congestion Pricing. The committee's deliberations were supplemented by liaison representatives from several groups concerned about the benefits and costs of congestion pricing. After a review of the literature, and drawing from its expertise, the committee commissioned papers on a variety of topics. Book excerpt: This document represents the final report of the national evaluation of congestion reduction strategies at six sites that received federal funding under the Urban Partnership Agreement (UPA) and Congestion Reduction Demonstration (CRD) programs. The six sites, or "urban partners," were Atlanta, Georgia; Los Angeles, California; Miami, Florida; Minneapolis, Minnesota; San Francisco, California; and Seattle, Washington. Each site implemented a comprehensive policy response to urban congestion that included four essential components known as the "4 Ts": 1) tolling (or congestion pricing), 2) enhanced transit services, 3) telecommuting and other transportation demand management (TDM) strategies, and 4) advanced technology. The U.S. Department of Transportation sponsored an independent national evaluation of the multi-year, multi-site demonstration of congestion pricing and other supporting strategies. The contents of this "lessons learned" report are derived from the national evaluation and represent a cross-cutting review and assessment of the impacts of the six projects. The findings will be useful to state and regional agencies interested in advancing new congestion pricing programs or expanding programs already in place. The report notes the strategies that worked well across sites and those that did not. The findings are presented in the following sections: Growth and Change in Usage, Congestion Performance, Transit Performance, Telecommuting and TDM Performance, Environmental Impacts, Benefit-Cost Analysis, Equity and Congestion Pricing, Technology Performance, The Deployment Experience, Operational Impacts, and the Long-Term Effects of the UPA/CRD Projects at the Six Sites.

GAO evaluated federal efforts to encourage better management of the nation's highways through the use of low-cost transportation systems management techniques. Overall, GAO found that the federal government plays an important role in facilitating the local implementation of such techniques to reduce congestion and improve air quality. This role includes funding assistance, planning requirements, and technical support. These current efforts have not, however, been fully successful in achieving widespread transportation systems management--and particularly transportation demand management--usage. GAO found that: (1) TSM encompasses low-cost techniques for improving the efficiency of surface transportation, including supply management techniques, which include traffic signal coordination and ramp metering, and transportation demand management techniques, which include carpooling and vanpooling; (2) federal efforts to achieve widespread TSM usage have not been fully successful; (3) over the last decade, the actual total expenditures for TSM with federal aid has remained small relative to total allocations; (4) although the federal government has sought to promote better supply and demand management by including certain TSM projects under an incentive provision that included other operational improvements, the provision has not significantly influenced the amount of TSM implemented; (5) transportation planning requirements alone appear to be insufficient to guarantee that TSM and transportation demand management are implemented, due to local reluctance to fully embrace transportation demand management and an uncertain connection between transportation planning and any consequent project funding; (6) federal policy could further support innovative strategies to better manage traffic demand through ongoing technical assistance; and (7) due to 1990 Clean Air Act requirements, the need for technical assistance could increase greatly.

Congestion pricing also can be linked to strategies to improve mobility by making alternatives to the private automobile, such as subways, buses or commuter rail service, more attractive during peak periods. The revenues generated by such pricing have sometimes been used to pay for improvements in public transportation systems.
