While civilian fatalities from UXO explosions on U.S. soil have been rare, the risk of such accidents could increase substantially as more closed bases are transferred from military to civilian control. Since the end of the Cold War, approximately 20 percent of major domestic military bases and many smaller ones have been closed and designated for eventual transfer to civilian ownership. Reflecting the growing concern about domestic UXO sites, the National Defense Authorization Act of 2002 directs the Department of Defense to inventory UXO sites, establish a new program element for UXO remediation, and assess progress to date on cleaning up UXO. This report addresses one part of the process of cleaning up UXO and munitions constituents at domestic military installations: the assessment of risks associated with these contaminants. Risk assessment helps define the technical dimension of UXO problems. It provides a technical basis for setting priorities among sites and choosing among alternative cleanup strategies. It is important to keep in mind that even the best-designed set of risk assessment methods will not resolve all the controversies that arise at UXO sites. Risk assessment can help educate the participants in the decision process about the nature and magnitude of risk involved. However, the ultimate decision about how to respond to UXO must be based on ethical concerns, socioeconomic issues, and costs, in addition to risk. The risk assessor's job is not to decide what risk is acceptable; it is to do the best possible job calculating the risk. This report evaluates the adequacy of methods developed for UXO risk assessment, reviews the risk assessment methodologies of other Federal agencies for possible application to UXO, and proposes strategies for improving risk assessment methods for UXO sites. Already today, unexploded ordnance (UXO) in the sea plays a part in some of our country's major societal challenges. For example, the success of the energy transition relies on the ability to erect wind parks in the North and Baltic Seas. I addition, visionary infrastructure projects such as the Fehmarnbelt tunnel can only be realised if the construction ground is guaranteed to be free of UXO. The safety of personnel and technical equipment in shipping, fisheries, aqua-culture and deep sea mining depends on whether comprehensive solutions for the explosive ordnance disposal in the sea are found. Finally, beach goes shall be able to spend carefree holi-days at the beaches of Germany's coastal states. The present quality guideline was developed to address the current challenges associated with offshore explosive ordnance disposal (EOD). The actors in EOD often act in the absence of clearly defined standards. There is no recognised industry wide method of checking the suitability of organisational procedures, deployed personnel, devices used and the handling of these devices. Book excerpt: Contamination of land and sea from unexploded ordnance has grown to a level where it now presents a serious problem in the United States. The contamination prevents civilian land use, threatens public safety and causes environmental concerns. Estimates provided to the Task Force indicate that over 15 million acres in the United States may contain some level of UXO contamination, at about 1,500 different sites. This figure does not include the acreage of UXO contamination undersea. Virtually all UXO contamination in the United States results from weapons system testing and/or troop training activities conducted by the Department of Defense (DoD). Property containing UXO includes active military sites and land transferring or transferred to private use, such as Formerly Used Defense Sites (FUDS) and Base Realignment And Closure (BRAC) sites. DoD's responsibilities include providing UXO site clean-up project management, assuring compliance with federal, state and local laws and environmental regulations, assumption of liability, and appropriate interactions with the public. DoD has no specific UXO remediation policy, goals or program. Current UXO site remediation efforts are based on decades-old technology and use several procedures that are inefficient, labor- intensive and costly. Because the suspect sites have not been surveyed, there is great uncertainty about the actual size of the UXO problem. However, even if only 5% of suspect acreage needs cleanup, remediation costs would still be high (possibly exceeding 15 billion dollars) and times would be long (possibly exceeding several decades to complete) using current technologies. UXO site remediation in the United States currently is being funded at about $125M per year, excluding special clean-up programs (such as the on-going clean-up at Kaho'olawe, which has funding projected to total about $400M).

The objective of the range was to provide an area that could be used to validate the performance of commercially available geophysical sensing systems for the mapping and classification of underwater UXO. The range included a calibration site and an operational site, and covered an area of 1.55 square nautical miles. The University of Hawaii Marine Minerals Technology Center (MMTC) conducted a demonstration effort on the range. Evaluation of the MMTC demonstration was performed by NFESC. A total of 257 inert ordnance pieces and 41 false targets were precisely placed on and under the seafloor in water depths from 1 to 50 meters. Targets ranged in size from groups of 7.62-millimeter cartridges to single MK83 bombs. This report describes the design, installation, and decommissioning of the range and includes a summary and evaluation of the MMTC demonstration activities.

Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.
