However, the achievement of such a shift was made particularly difficult by the existence of multiple, and sometimes conflicting, US interests in the region which influenced the Obama administration’s response to the popular uprisings in five Muslim-majority countries: Egypt, Bahrain, Yemen, Libya, and Syria. After providing a detailed analysis of the traditional features of both US foreign policy rhetoric and practice, this book turns its focus to the Obama administration’s response to the 2011 Arab Awakening to determine whether Obama’s foreign policy has indeed brought about a new beginning in US-Muslim relations.

They attempt to achieve development without first achieving good governance and security, which are essential prerequisites for sustainable development. In focusing on the poorer members of society, they neglect the elites upon whose leadership the quality of governance and security depends. By downplaying the relevance of cultural factors to development, they avoid altering cultural characteristics that account for most of the weaknesses of elites in poor nations. Drawing on a wealth of examples from around the world, the author shows that foreign aid can be made much more effective by focusing it on human capital development. Training, education, and other forms of assistance can confer both skills and cultural attributes on current and future leaders, especially those responsible for security and governance.

The U.S. role in the world can be viewed as establishing the overall context or framework for U.S. policymakers for developing, implementing, and measuring the success of U.S. policies and actions on specific international issues, and for foreign countries or other observers for interpreting and understanding U.S. actions on the world stage. While descriptions of the U.S. role in the world since the end of World War II vary in their specifics, it can be described in general terms as consisting of four key elements: global leadership; defense and promotion of the liberal international order; defense and promotion of freedom, democracy, and human rights; and prevention of the emergence of regional hegemons in Eurasia. The issue for Congress is whether the U.S. role in the world is changing, and if so, what implications this might have for the United States and the world. A change in the U.S. role could have significant and even profound effects on U.S. security, freedom, and prosperity. It could significantly affect U.S. policy in areas such as relations with allies and other countries, defense plans and programs, trade and international finance, foreign assistance, and human rights. Some observers, particularly critics of the Trump Administration, argue that under the Trump Administration, the United States is substantially changing the U.S. role in the world. Other observers, particularly supporters of the Trump Administration, while acknowledging that the Trump Administration has changed U.S. foreign policy in a number of areas compared to policies pursued by the Obama Administration, argue that under the Trump Administration, there has been less change and more continuity regarding the U.S. role in the world. Some observers who assess that the United States under the Trump Administration is substantially changing the U.S. role in the world-particularly critics of the Trump Administration, and also some who were critical of the Obama Administration-view the implications of that change as undesirable. They view the change as an unnecessary retreat from U.S. global leadership and a gratuitous discarding of long-held U.S. values, and judge it to be an unforced error of immense proportions-a needless and self-defeating squandering of something of great value to the United States that the United States had worked to build and maintain for 70 years. Other observers who assess that there has been a change in the U.S. role in the world in recent years-particularly supporters of the Trump Administration, but also some observers who were arguing even prior to the Trump Administration in favor of a more restrained U.S. role in the world-view the change in the U.S. role, or at least certain aspects of it, as helpful for responding to changed U.S. and global circumstances and for defending U.S. interests. Congress's decisions regarding the U.S role in the world could have significant implications for numerous policies, plans, programs, and budgets, and for the role of Congress relative to that of the executive branch in U.S. foreign policymaking.

India should attempt to initiate quiet bilateral discussions with Pakistan on Afghanistan as well as trilateral discussions with Afghanistan.On Afghanistan:* India, with U.S. support, should continue to intensify its links with the Afghanistan government in the economic, diplomatic, and security domains.* The United States and India should determine whether large-scale Indian training of Afghanistan security forces, either in Afghanistan or in India, would be beneficial.On China and Asia:* The United States and India should jointly and individually enlist China''s cooperation on matters of global and regional concern. Neither India nor the United States desire confrontation with China, or to forge a coalition for China''s containment.* Given worrisome and heavy-handed Chinese actions since 2007, the United States and India should regularly brief each other on their assessments of China and intensify their consultations on Asian security.On the Middle East:* The United States and India should collaborate on a multiyear, multifaceted initiative to support and cement other democratic transitions in the Middle East-with Arab interest and agreement.* India should intensify discussions with Iran concerning the stability of Iraq and Afghanistan.On economic cooperation, the United States and India should:* Enhance the Strategic Dialogue co-chaired by the U.S. secretary of state and Indian minister of external affairs to include economics and trade.* Begin discussions on a free trade agreement, but recognize that it may not be politically possible in the United States to conclude negotiations in the near term.On climate change and energy technology, the collaboration should:* Include regular, cabinet-level meetings focused on bridging disagreements and identifying creative areas for collaboration.* Conduct a joint feasibility study on a cooperative program to develop space-based solar power with a goal of fielding a commercially viable capability within two decades.On defense cooperation, the United States should:* Train and provide expertise to the Indian military in areas such as space and cyberspace operations where India''s defense establishment is currently weak, but its civil and private sector has strengths.* The United States should help strengthen India''s indigenous defense industry. The United States should treat India as equivalent to a U.S. ally for purposes of defense technology disclosure and export controls of defense and dual-use goods, even though India does not seek an actual alliance relationship.This Joint Study Group, cosponsored by the Council on Foreign Relations and Aspen Institute India, was convened to assess issues of current and critical importance to the U.S.-India relationship and to provide policymakers in both countries with concrete judgments and recommendations. The Biden administration’s approach to competition with China has focused on the domestic and global arenas, rather than on competing for influence within the Indo-Pacific. 4. The Biden administration’s focus on long-term systems competition with China overlooks the urgency of near-term competition in the Indo-Pacific. 5. The Biden administration has placed strategic competition with China at the top of its foreign and security policy agenda. It has sought to balance US-China rivalry with opportunities for cooperation and efforts to stabilise the regional order. 6. The Biden administration views its Indo-Pacific allies as regional and international “force multipliers.” It has largely trained these alliances on global order issues, with few new initiatives at the regional level and insufficient focus on empowering allies to meet their own security needs. 7. The Biden administration sees the United States as being in a “systems competition” between democracy and autocracy. By making ideological competition with China an organising principle for US foreign policy, Washington risks undermining its attractiveness as a partner for politically diverse Indo-Pacific countries. 8. The Biden administration cannot compete against China effectively in the Indo-Pacific without prioritising engagement with Southeast Asia, particularly Indonesia. It has recognised the need to do more in Southeast Asia, but its success may be limited by its approach to competition with China and lack of an economic strategy. 9. The Biden administration, like its predecessors, lacks an economic strategy for the Indo-Pacific region. This major weakness in regional policy is driven by US protectionist trade preferences at home. Proposed initiatives on digital trade and infrastructure cannot compensate for the absence of a comprehensive trade-based economic approach. 10. The Biden administration views China as a predominantly long-term military challenge. Its efforts to minimise spending on US forward posture in the region suggest it may be less committed to a strategy of deterrence by denial to prevent Chinese aggression. Recommendations for the Biden administration To compete for influence in the Indo-Pacific, the Biden administration should: 1. Clearly identify the Indo-Pacific region as its foreign and defence policy priority and marshal resources accordingly. 2. Articulate clear goals for its relationship with China and its strategic position in the Indo-Pacific region. 3. Avoid emphasising ideological competition with China and instead focus on maximising its influence by responding to regional needs. 4. Signal its commitment to a strategy of deterrence by denial to prevent Chinese aggression and bolster its investments in Western Pacific military posture to reinforce its credibility. 5. Empower its allies to assume greater responsibility for their own defence requirements by reducing legislative and political obstacles to allied self-strengthening. 6. Pay special attention to Southeast Asia as a region of strategic importance, given its geography, size and the fluidity of its alignment dynamics. 7. Clearly signal that it is committed to mutually beneficial economic engagement with the Indo-Pacific and adopt trade and investment strategies that reinforce its role as an indispensable resident economic power.
