Book excerpt: In anticipation of the development of a safe and effective COVID-19 vaccine—the distribution of which will be a complex and sensitive issue—governments will need to assess the number and location of the most vulnerable people within their populations. Problematically, however, tracking data for most low- and middle-income countries are only available at the national level. The most widely used dataset by the Johns Hopkins University Center for Systems Science and Engineering (Dong, Du, and Gardner 2020), for example, does not include subnational data for Feed the Future’s 12 target countries in Africa south of the Sahara (SSA) and South Asia: Bangladesh, Ethiopia, Ghana, Guatemala, Honduras, Kenya, Nepal, Niger, Nigeria, Mali, Senegal, and Uganda. For this reason, the Gender, Climate Change, and Nutrition Integration Initiative (GCAN) was commissioned to correlate Demographic and Health Survey data from the United States Agency for International Development (USAID) with geospatial data in order to develop a subnational dataset of key COVID-19 risk indicators based on which potential risk hotspots were identified. This policy note summarizes the study’s analysis in the 12 Feed the Future countries and across subnational administrative units within each country.

COVID-19 policy actions could have significant negative impacts across the food system, mainly if the policies are uncoordinated and built on limited evidence. In Jordan, the COVID-19 pandemic is continuing to cause direct harm to health, livelihoods, to people living standard and overall national economies. This articulates the importance of formulating long, medium and short-term policies to deal with pandemic priorities and alleviate COVID-19 and increase development investments in the agriculture sector as one of the most critical sectors in such these conditions. This study determines the short-term impact of COVID-19 on agriculture and food supply and identifies the positive impact of government measures taken across the country of Jordan. This rapid assessment utilized primary data and existing data related to the agriculture-food systems sector to understand the impact of the COVID-19 crisis and produced recommendations and policy actions. The assessment's general objective is to identify the effects of COVID-19 on Agri-food systems actors and recommend policies to alleviate the negative impact. It explores the range of policies, strategies and actions, in the short- and medium/long-term in the broader agriculture/food systems sector. Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.

Book excerpt: The global coronavirus pandemic is revealing major weaknesses, inequities and system-wide risks in global food systems, giving renewed urgency to foster pathways to greater food system sustainability and resilience. Due to rising unemployment, supply chain disruptions and other responses to the pandemic, such as disruptions to social assistance programs in some countries, predictions suggest a near doubling of food insecurity globally. Nutritional changes are also occurring, as food availability and access changes, leading to substitution of dry, canned or processed foods for healthier, fresh ingredients, for some communities, and the reverse for others. These food security and nutritional changes are likely to be as impactful on human health as the virus itself. As a system-wide shock, the pandemic reveals weaknesses of global supply chains. The media highlighted empty supermarket shelves alongside food dumping in situations where producers locked into disappearing food service outlets were unable to access new markets. Farmers with long-standing reliance on migrant agricultural labor that can no longer travel across international borders under lockdown struggle to access support for the upcoming harvest season. The pandemic highlights well-known inequities for marginalized food systems employees; as essential workers are exposed to greater risks of contracting the virus in food-processing, agricultural and grocery store settings, but have little choice in accepting these conditions in order to keep these low-paying jobs. The pandemic reinforces another well-known food system inequity: marginalized and impoverished minorities often suffer from diet-related diseases (i.e. cardiovascular diseases, diabetes) and/or malnutrition that place them at greater risk of morbidity and mortality from the coronavirus. Lockdowns and border closures are reducing economic opportunities such as day labor and agricultural markets in some regions, such as much of Africa; ensuing risks of food and nutrition insecurity for vast segments of the population threaten to set back development, increase social conflict, and catalyze migration. Finally, the current pandemic shines a spotlight on the systemic risk of infectious diseases to emerge and become globalized through local bushmeat markets and international wildlife trade, and how wildlife hunting and trade is influenced by land use changes, including by industrial agriculture. At the same time, adaptive responses to the coronavirus illustrate how more resilient and sustainable food systems could evolve going forward. To avoid supply chain disruptions, communities are increasing their reliance on local food systems, including an increase in urban gardening and community-supported agriculture programs. Small-scale farmers are innovating to connect with buyers and with each other, including through new online marketing initiatives. Entrepreneurs are identifying foods that would otherwise be wasted and directing them to food banks. Retailers and wholesalers are re-configuring their distribution networks to shift food to where it is needed most. Food pantries, local producers and food businesses are also collaborating with municipal governments to address food security gaps arising from COVID-19 impacts.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The programme sets out to minimize the impact of existing global pandemic threats and to detect, respond to and improve the prevention of emerging threats. Implementation of this programme at FAO has been carried out through 20 projects with efforts concentrated in 36 countries in Africa and Asia. It builds upon lessons learned in the first phase of the programme, in which FAO was involved in improving livestock disease surveillance, enhancing capacity of veterinary epidemiologists and laboratories and improving response to the avian influenza. EPT-2 focuses more in-depth on preventative measures to zoonotic novel pathogens thereby reducing the risk of emergence of such diseases. This evaluation aims to trace the contribution of FAO’s interventions to the programme and assess its outcomes at the global, regional, and national levels. EPT-2 has largely achieved its objectives and outputs in terms of technical capacity development and disease strategy, but less so in terms of enabling policy, value chains, and production. In line with FAO’s 2011 One Health Action Plan (FAO, 2011), EPT-2’s technical focus has strengthened traditional partnerships between FAO and technical livestock departments and ministries and built stronger collaborations with health and environment ministries. The next phase of the EPT-2 programme could take advantage of renewed national, regional, and global interest in ensuring that the COVID-19 experience is not repeated. FAO needs to fully utilize its convening power, partnerships, trusted status, and experience of emerging pandemic threats to engage political and business leaders on the need to consolidate and scale up EPT-2-induced gains to improve pandemic preparedness.

Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC.
