This book takes up the challenge to find an objective way to prove or disprove this phenomenon. By taking the reader through a systematic and multi-disciplinary literature review it asks the deceptively simple question: ’What is publicness?’ It answers this by first developing a new theoretical approach - ’The dual nature of public space’, and secondly a new analytical tool for measuring it - ’The Star Model of Publicness’. This pragmatic approach to analysing public space is tested then on three new public places recently created on the post-industrial waterfront of the River Clyde, in the city of Glasgow, UK. By seeing where and why certain public places fail, direct and informed interventions can be made to improve them, and through this contribute to the building of more attractive and sustainable cities. By adopting a multi-disciplinary approach to shed light on this ’slippery’ concept, this book shows how urban design can complement other disciplines when tackling the complex task of understanding and improving the built environment’s public realm. It also bridges the gap between theory and practice as it draws from empirical research to suggest more quantitative approaches towards auditing and improving public places.

This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations, depending on the policy issue or problems, at the local, urban, sub-regional, sub-national, regional, national, supranational, supra-regional, transnational, international, and global scales. Book excerpt: In the last thirty years, China has experienced rapid economic development and urbanisation which has resulted in high levels of environmental degradation and has put considerable pressure on the country’s infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this volume analyses and explains the governance of climate change mitigation responses in major Chinese cities. The book focuses specifically on two highly carbon intensive sectors, buildings and transport, in Guangzhou, Shenzhen, and Hong Kong to explore how collaborative municipal networks function in practice in Chinese cities. The authors find that effective coordination relies on the political will of local administrative elites, the political significance attached to climate change issues, the legitimate authority granted to the coordinating agency, and human and financial capitals. Collaboration is hampered by limited span of network engagement, inadequate authority of the primary network participants, insufficient input and output legitimacy of the sectoral innovations, and missing linkages across functionally segregated sectors. The book concludes that the enhanced collaboration and coordination between networks that has emerged in the process of low carbon transitions is transforming the Chinese environmental state into a more pluralistic, inclusive and legitimate one. This book will be of interest to researchers and practitioners across disciplines including Chinese studies, environmental politics and policy, urban studies, and planning and geography.

Conventional approaches to program evaluation, preoccupied with technical and value issues, fail to address directly the need for counterfactual arguments. They also fail to recognize the indispensable role of positive theories of technical and behavioral processes in making these arguments. In order to understand the impact of the General Revenue Sharing (GRS) program on the fiscal behavior of municipal governments, Patrick Larkey develops and demonstrates an unconventional approach to program evaluation that overcomes these failures. Drawing on the positive theories of budgetary decisionmaking processes as well as longitudinal revenue and expenditure data from primary sources, the author specifies, estimates, and tests four "bureaucratic process" models for each of five city governments receiving GRS funds. Using these models to generate complex, counterfactual hypotheses, he then compares the counterfactual patterns with observed patterns to understand the fiscal effects of GRS. Originally published in 1979. Book excerpt: Victorian Poetry and the Culture of Evaluation argues that the dialectic and dynamic relationship between the periodical review and poetry creates a culture of evaluation which shapes Victorian poetic form. The mediation of poetry by the periodical review orients poets towards public readership and reception, heightening their self-consciousness about their audience and generating a poetics of publicness. Using methodologies associated with historical poetics and new formalism, the book examines the dialogues between poets and periodical reviews from the 1830s to the 1860s. It juxtaposes male and female poets and canonical and uncanonical texts. Challenging the critical binaries of fame and celebrity, the culture of evaluation posits a new way of reading Victorian poetry. It illuminates poets' engagement with the immediacy and inevitability of writing for the present and for the contemporary media through which poetry was read and disseminated. New patterns of reception were created by mass print culture and both poets and reviewers were preoccupied with reaching the newly constituted mass audience. The changes to the material forms of poetry (e.g. through the periodical or gift-book) and the subjection to the commercial imperatives of the literary marketplace encouraged bold experiment with verse. The book identifies three poetic strategies for articulating the preoccupation with a mass audience and the demands of mass media: voice, style and address. Chapters on voice, style, and address explore the development of poetic form in dialogue with periodical reviews.
