It finds that approximately 30 per cent of employees believed themselves to be moderately overskilled and 11 per cent believed themselves to be severely overskilled. The incidence of skills mismatch varied little when the sample was split by education. After controlling for individual and job characteristics as well as the potential bias arising from individual unobserved heterogeneity, severely overskilled workers suffer an average wage penalty of 10.2 per cent with the penalty ranging from about 6 per cent among vocationally qualified employees to just less than 20 per cent for graduates.

The focus is on the potential causes of skill mismatch, the extent of skill mismatch, the socio-demographic make-up of skill mismatch, and the consequences of skill mismatch in terms of earnings as well as employer sponsored adult education/training. A distinction is made between skill mismatch and education mismatch. All three studies use data from the Adult Literacy and Lifeskills Survey (ALLS) to investigate the relationships between select outcomes and skill supply-demand characteristics as well as their interactions which materialize into skill match-mismatch situations. The dataset contains direct measures of literacy skills as well as measures of the use of these skills at work which allow for a direct measure of literacy match-mismatch. The analysis points to the complex ways in which mismatch is generated and the need for an accurate and up to date measure of mismatch, one that reflects the possibilities for skill gain and skill loss over the lifespan, and reflects differences in the quality of qualifications. It also emphasizes that addressing mismatch requires a careful consideration of both the demand and supply sides of the labour market, so as to understand better the variety of factors which may have a negative impact on the effectiveness of skill formation, skill maintenance, and also skill use. Among the key findings: Skill demand characteristics appear to be as important as skill supply characteristics in explaining observed variation in earnings. There is a substantive association between the requirement to read at work and earnings, which is independent of whether individuals have high or low levels of literacy proficiency. Premiums associated with literacy skills are strongest in occupation types where they are most relevant, but premiums associated with the requirement to use those skills are nevertheless found to be strong within all occupational groups. The requirement to read at work seems to have a strong association with the incidence of participation in employer supported adult education/training. This has important implications for understanding better the relationship between how work is organized and the decision to further invest in human capital.

Book excerpt: Overeducation is a form of labour underutilisation which occurs when the formal education level of a worker exceeds that which is required for the job. It is a form of underemployment that imposes significant costs on individuals and economies. Using data from the Negotiating the Life Course survey this study determines the incidence and effects of overeducation in the Australian labour market. This study found that 27.1 per cent of individuals are overeducated, and the incidence is higher among those who are young, have preschool-aged children, work in large firms and have fewer years of tenure. A positive relationship was also found between timerelated and skill-related underemployment. Overeducation is found to impose costs on individuals, reducing earnings by between 10 and 20 per cent and lowering job satisfaction. [Author abstract]

Book excerpt: In this paper we examine the parallel trends in education and labour market developments in Australia and Britain using unique information on reported overskilling in the workplace. To a degree, the overskilling information overcomes the problem of unobserved ability differences and focuses on the actual job-employee mismatch more than the conventional overeducation variables can. The paper finds that the prevalence of overskilling decreases with education at least for Australia, but the wage penalty associated with overskilling increases with education. Although the prevalence of overskilling differs between Australia and Britain, the pattern of the wage penalties is fairly similar in both countries.

Book excerpt: This thesis follows a three essay approach to examine the impact of worker 'skill matching' on earnings and labour mobility. The analyses are at the individual level based on micro-panel-data in the Australian labour market. The first essay explores the determinants of over-education and its impact on earnings in the Australian labour market by using both pooled and panel features of the data. Measurement error and unobserved heterogeneity are addressed. Alternative measures of over-education are evaluated. The trade-off between education and other types of human capital suggests that an excess of education may compensate for the other shortages in human capital, such as experience and the length of tenure. These relationships and the effects of over-education on earnings via qualification and occupation are examined. The second essay extends the analyses in essay one to investigate the extent of matching between education and occupation and the resulting earnings effects on immigrants in Australia. Correlated random effects (CRE) logit results suggest that both English speaking background (ESB) and Non-English speaking background (NESB) immigrants have high rates of over-education. Age at migration and the year of arrival have significant effects on the incidence of over-education among NESB immigrants, but show no effects among ESB immigrants. The effects of age at migration, the year of arrival, and the country of qualification on earnings are examined based on longitudinal analyses. The third essay addresses worker mobility resulting from skill under-utilisation in a dynamic setting. Wooldridge's (2005) Conditional Maximum Likelihood (CML) estimator is applied to control for the initial conditions problems. Mundlak's (1978) correction is used to solve the correlation between the explanatory variables and the error terms. These analyses are extended to examine the theory of career mobility among job mismatched workers from the perspective of both occupation moblity and wage growth, and also whether over-education is temporary or persistent.
