Book Assessing the Effectiveness of Farmer Input Support Programme on Rural Poverty and Household Food Security Among Small Scale Farmers

Download or read book Assessing the Effectiveness of Farmer Input Support Programme on Rural Poverty and Household Food Security Among Small Scale Farmers written by Nicholas Manda and published by . This book was released on 2014 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Zambia, like any other developing country is faced with the problem of reducing high rural poverty and household food insecurity. Despite the country sustaining a real economic growth of more than 5% since the year 2005, the majority of Zambians still live in poverty as economic growth has not resulted in uplifting the well-being of the poor. In addition, the exposition of the population to economic reforms market economic liberalisation facilitated by the SAP and unfavourable weather conditions (droughts) has increased peoples vulnerability to poverty. The severity of poverty is more pronounced in rural areas than urban areas thereby necessitating the need to intervene through farmer input support programme to bring the situation under control. The main objective of the dissertation was to assess the effectiveness of FISP on rural poverty reduction through raising income and its effect on household food security. To achieve the above objective, the paper was guided by two specific objectives; (i) to assess the impact of FISP on rural poverty by increasing income of the target population and (ii) to examine the extent to which FISP contributes to household food security on the targeted small-scale farmers in Zambia. Further, the paper tested two hypotheses: (i) FISP has no impact on raising small-scale farmers income and hence rural poverty reduction on the target population and (ii) FISP has a positive impact on household and national food security. The papers main research problem was that despite the government had been spending huge sums of money on FISP with a view to reduce poverty, the high incidence of rural poverty raises questions about the effectiveness of the program to address the problem. The paper combined both desk-top and quantitative studies in the methodological approach. Literature from international development organisations on FISP and a wide range of journals, research papers and articles have been used to guide the discussion, analysis, and drawing of conclusions and recommendations. Further, a field data-set collected by IAPRI in conjunction with the Central Statistical Office on FISP was used to test the above hypotheses. Despite the government implementing various input support programmes (FCP, FISP, FSP and FSPP) to empower small-scale farmers in terms of access to income and improve household food security, the programmes have been marred with a lot of operational challenges. There has been undercoverage of the poor and leakage of the programme to the non-poor. The causes of targeting errors have been partly due to entry requirements (cooperative membership fees, access xii to land) which have acted as an exclusion mechanism for the poor farmers who cannot afford to pay membership fees. In addition, acquisition of entitlements ability to cultivate between 0.5 ha and 5ha to qualify for participation has excluded the poorest of the poor who cannot meet the entitlement requirements. Targeting efficiency has been further weakened by the requirement to pay cash upfront payment before collecting fertiliser which has disadvantaged the genuinely poor who cannot meet the subsidy input cost. Leakage (type II error) has been necessitated by the government assumption that larger farmers are efficient in fertiliser usage and hence maize production than smaller farmers. This has led to disproportionate allocation of fertiliser in favour of larger farmers who reap the benefits of the programme. The paper has also highlighted that FISP has contributed to increase in maize production in Zambia resulting in the country achieving national food self-sufficiency. However, the increase in maize production has not translated into poverty reduction. Rural poverty has remained high at 77.8% despite implementing the programme for more than a decade. The high rural poverty incidence is explained by the fact that increase in maize production is achieved by the less poor with more land, asset base and income On average they sell 1.7 to 15.1 tons of maize to FRA as compared to 135kg sold by small farmers cultivating less than 2 ha of land. In addition, larger farmers receive more subsidised inputs than poor farmers thereby empowering the non-target population of the programme. Political interference has further led to arbitrariness in the selection of programme participants resulting in leakage of fertiliser to commercial outlet where it is sold. Late delivery of inputs has also led to reduction in the yield per hectare as it reduces the maize response rate to fertiliser - fertiliser improves crop performance when applied at the recommended time. The paper concludes that FISP has no impact on raising the income of the target population and thus on rural poverty reduction. However, FISP has a positive impact on national and household food security though undernourishment and food inadequacy has been rising since 2002. The paper recommends the following; (i) government should implement narrow targeting to concentrate the benefits of the program on the poor, (ii) government should put up a deliberate land empowerment policy through resettlement scheme, (iii) government should promote small-scale irrigation to fight seasonal food insecurity and (iv) Ministry of Agriculture should regulate cooperatives and ensures that the membership fees they change are affordable by the poor.

Download or read book Local Food Systems Concepts Impacts and Issues written by Steve Martinez and published by DIANE Publishing. This book was released on 2010-11 with total page 87 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive overview of local food systems explores alternative definitions of local food, estimates market size and reach, describes the characteristics of local consumers and producers, and examines early indications of the economic and health impacts of local food systems. Defining ¿local¿ based on marketing arrangements, such as farmers selling directly to consumers at regional farmers¿ markets or to schools, is well recognized. Statistics suggest that local food markets account for a small, but growing, share of U.S. agricultural production. For smaller farms, direct marketing to consumers accounts for a higher percentage of their sales than for larger farms. Charts and tables.

Book Food Security of Women Farmers The Impact of Climate Change

Download or read book Food Security of Women Farmers The Impact of Climate Change written by Namita Nepal and published by Women's Rehabilitation Center (WOREC). This book was released on 2015-05-31 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change has a major impact on food security in Nepal. Almost all women farmers in the country depend upon agriculture as a major source of income to enhance their food security. There has thus far been no systematic study about the impact of climate change on food security of women farmers. Therefore to fill this lacuna, the present study was conducted in five Village Development Committees with 150 households of Udayapur district in Nepal. The present research aims to study the perception of farmers about climate change, the impact of climate change on agriculture and food security. It also documents the adaptation strategies that farmers practice. The study also attempts to study the agricultural policies through a gender perspective and identify the gaps in the policy. Both primary and secondary sources were used for data collection. The production of the major food crops like wheat, maize, rice, fruits fresh vegetables and livestock has been in relative decline since the past several years. Sometimes total crop failure occurred due to drought, excessive rainfall or an epidemic of insects, pests and diseases. The change in the climatic pattern has resulted in decreased crop productivity that increases food insecurity of the people. Farmers use different adaptation measures to cope with the adverse effect of climate change. These helped to minimise crop losses and improve the food security situation of women farmers by preventing crop loss. The national agricultural policy was found lacking in gender sensitivity. Based on the analysis of the data, recommendations have been made to the government.

Book Government transfers COVID 19 shock and food insecurity Evidence from rural households in India

Download or read book Government transfers COVID 19 shock and food insecurity Evidence from rural households in India written by Kumar, Anjani and published by Intl Food Policy Res Inst. This book was released on 2022-03-04 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The COVID-19 pandemic has decimated the lives and livelihoods of people around the world. The impact of COVID-19 has been especially devastating for low-income families in rural areas of India. Food insecurity became pervasive in rural areas soon after the nationwide lockdown was announced, as many families relied on daily wage work to fund basic necessities. By providing cash transfers and the additional foodgrains, Indian policymakers acted swiftly to reduce the financial impact on family income and consumption. This paper investigates the factors affecting the participation of rural families in the cash transfer program and the effect of government cash transfers on food insecurity. Results indicate that the government cash transfer program in India decreased moderate food insecurity by 2.4% and severe food insecurity by about 0.92%.

Book Examining perceptions of food assistance on household food security and resilience in Malawi

Download or read book Examining perceptions of food assistance on household food security and resilience in Malawi written by Margolies, Amy and published by Intl Food Policy Res Inst. This book was released on 2018-11-06 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improving social assistance programs is imperative to addressing problems of poverty and vulnerability in Malawi. Emergency aid has played an important role in alleviating hunger during humanitarian crises such as those in 2015-16 and 2016-17. However, the Government of Malawi and development partners recognize that emergency responses are not a sustainable solution to address vulnerability. This qualitative study examines the characteristics of resilient households and perceived effects of programs to improve food security and resilience from the perspectives of the beneficiaries and communities they serve. This beneficiary-centered approach explores socially-defined concepts of resilience, associated coping strategies, norms and political dynamics affecting programs. These findings can provide useful insights to improve the effectiveness of social assistance programs in this context.

This book was released on 2021-10-26 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reducing rural poverty is a key objective of FAO. To achieve this goal, the Organization must reach the poor and the extremely poor in rural areas, analysing their needs and aspirations and providing effective guidance for the design of policies and investments that foster inclusive and sustainable development. This guide was developed to strengthen the Organization’s work on rural poverty reduction and inclusivity over the coming years. It provides key information to measure poverty, characterize rural populations, and identify their constraints to target them more accurately. The guide includes five chapters. Chapter 1 explains the structure, content, and use of the guide, as well as its intended users and objectives. Chapter 2 discusses how poverty is measured, focusing on the different indicators that can be used, depending on the context, specific circumstances, data availability and policy objectives. Chapter 3 provides guidance on how to build a poverty profile and produce poverty maps to understand who the poor are and where they are located. Chapter 4 focuses on the targeting process, on various targeting techniques and on how to choose one over another to ensure that programmes and projects effectively combat poverty, particularly in rural areas. Finally, Chapter 5 sets the next steps for the development of further analytical guides. The various chapters provide an overview of both widely used and emerging techniques in poverty analysis, focusing on quantitative methods, and giving constant attention to FAO’s areas of work and the challenges posed by operating in rural areas.

Book Poverty and Inequality Among Farming Households

Download or read book Poverty and Inequality Among Farming Households written by Benjamin Asogwa and published by LAP Lambert Academic Publishing. This book was released on 2012-07 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poverty reduction strategies have been at the center stage of development programmes. Agriculture has been a central element of focus on poverty reduction strategy. Nigerian agriculture is dominated by small scale farmers who produce the bulk of food in the country. The vicious circle of poverty among these farmers largely accounts for unimpressive performance of the agricultural sector. Increasing growth in the agricultural sector is the most efficient means of alleviating poverty and generating long-term sustainable development. Resources must be used much more efficiently, with more attention paid to eliminating waste. The success in achieving broad-based economic growth depends largely on the ability to efficiently utilize the available resources. A very little empirical literature exists on the link between resource use efficiency and poverty reduction among farming households. This book, therefore, provides useful information on poverty and inequality among farming households. This book should help shed some light on the link between resource use efficiency and poverty reduction among farming households, and should be especially useful as a guide for poverty reduction policy.

Book excerpt: Managing food security in a predominantly rural economy such as India, requires an understanding not only of how agricultural policies of food supply and incomes but also how households acquire food and cope with insecurity of food. Many economists regard income as the main indicator of welfare, but other planners maintain that food consumption, health and nutrition of household members are also important in defining a household s standard of living. The main concerned of this study is to trace the pathways from economic and social policies to food security and ultimately to nutrition.
