Book excerpt: The U.S. Space Force (USSF) and U.S. Department of Defense (DoD) are examining and pursuing various ways to leverage commercial space capabilities as part of their policy goal to promote the U.S. space industry and their strategy for improving the national security space architecture. As the commercial space industry continues to grow in capability, capacity, and diversity, opportunities for the USSF and DoD to leverage commercial capabilities are expanding. Specifically, the USSF is considering the role of the commercial space industry in its future space architecture and the innovation ecosystem. It is faced with many choices, such as which commercial capability option to leverage or for which military application it should use commercial instead of organic space capabilities. In this report, the authors conduct a broad review of seven commercial space sectors-satellite communications, space launch, remote sensing, environmental monitoring, space domain awareness, data transmit/receive networks, and space logistics-and characterize the capabilities and trends in each of them. The information gathered and included in this report is current as of June 15, 2020, and because of rapid changes in the commercial space industry, the authors also recommend sector-specific indicators to track future market developments.

The Department of the Air Force (DAF), particularly the U.S. Space Force (USSF), is increasing its partnership activities with the commercial space industry to take advantage of these opportunities. As the DAF makes investment decisions to leverage commercial space capabilities, it needs a better understanding of opportunities, risks, and challenges it might encounter. To help the DAF evaluate these potential benefits and risks, RAND researchers examined two space-related markets that together represent the widest variation in market and firm maturity: the commercial space-based positioning, navigation, and timing (PNT) market (an emerging market) and the commercial satellite communications (SATCOM) market (an established market). This variation between the two markets is useful for identifying distinct and cross-cutting themes that could be generalized to other commercial space markets not analyzed in this research. In this report, the researchers describe their analysis and provide findings and recommendations for the DAF.

Book excerpt: The Constellation Program cancellation reversed the government and commercial space industry's roles and relationships by dedicating the majority of the federal funding and opportunities to the commercial space industry and left the government space industry in search of an approach to collaborate with the dominant organization, the commercial space industry service providers. The space industry government agencies, Air Force Space Command (AFSPC) and National Aeronautics and Space Administration (NASA) had realized that to gain resources in the new commercially oriented economic environment, they had to work together and possess the capabilities aligned with the National Space Policy's documented goals. Multi-organizational collaboration in space industry programs is challenging, as NASA, AFSPC, and commercial providers, follow different [1] enterprise architecture guidance such as the NASA systems engineering Handbook, MIL-STD-499 and "A Guide to the systems engineering Body of Knowledge" by the International Council on systems engineering [2] [3]. A solution to streamline their enterprise architecture documentation and meet National Space Policy goals is the Multi-User Architecture Maturity Model Methodology (MAM3), which offers a tailored systems engineering technique the government agencies and private companies can implement for the program's maturity level. In order to demonstrate the MAM3, a CubeSat motivated study was conducted partnering a commercial provider with a government agency. A survey of the commercial space industry service providers' capabilities was performed to select the private companies for the study. Using the survey results, the commercial space industry service providers were ranked using the Analytic Hierarchy Process (AHP) [4]. The AHP is a structured technique for making complex decisions for representing and quantifying its weights, relating those weights to overall goals, and evaluating alternative solutions [5] - [8]. The weights applied to each of the alternatives [9] and criteria (i.e. goals) were based on the National Space Policy focused survey administered to United States owned commercial space industry service providers.

Book excerpt: Over the past few years, commercial space services have significantly increased in capability and capacity in many missions of interest to the U.S. Space Force (USSF). As the USSF considers incorporating such commercial space services into its missions, it needs a principled and flexible assessment framework for evaluating how commercial contributions affect the performance and resilience of various USSF missions. This report describes the resilience assessment framework that RAND Project AIR FORCE developed to assess the potential impact of select commercial services on USSF space mission performance. The framework includes four components to help analysts consider the additional mission performance and mission resilience that a proposed commercial service could provide. The prospect of incorporating commercial capabilities into defense missions also raises the question of trustworthiness and information assurance. The assessment framework includes a subframework focused on grading information contributions from commercial services for trustworthiness. To demonstrate how the framework can be tailored to diverse missions by specifying the relevant mission assets or infrastructure, the commercial services available, and the mission performance measures, the authors apply the framework to two example missions: tactical intelligence, surveillance, and reconnaissance and data transmit and receive network. They then discuss their findings and propose several recommendations for the USSF to fully leverage the benefits of evaluating commercial capabilities with the resilience assessment framework.

There is substantial sentiment to the effect that the United States can avoid the weaponization of space by restricting its future space-related national security programs, including foregoing deployment of space-based missile defense. Therefore, our net assessment includes a discussion of arguments about weapons in space. How the debate about defense in space is resolved will shape the types of space-based capabilities that the United States deploys in the years ahead. How U.S. space policy is translated into action depends vitally on levels of public understanding and support.
