This goal addressed improvement in college graduates' ability to "think critically, communicate effectively, and solve problems." Part 1 presents the five papers upon which the working groups built their discussions. These papers are: (1) "Skills for Citizenship" (Suzanne W. Morse); (2) "A National Assessment of Critical Thinking Skills in Adults: Taking Steps Toward the Goal" (Diane F. Halpern); (3) "Assessing Thinking: A Framework for Measuring Critical Thinking and Problem Solving Skills at the College Level" (David Perkins et al.); (4) "Assessing Speaking and Listening: Preliminary Considerations for a National Assessment" (John A. Daly); and (5) "No Guru, No Method, No Teacher: The Communication Domain and the NACSL (National Assessment of College Student Learning)" by Stephen P. Witte. Part 2 includes group summary reports, reviewers' comments, a listing of speaking and listening skills, and additional information on an ongoing Delphi study at Pennsylvania State University. Part 3 presents comments by participants on the conference products and results of a survey of all participants. Book excerpt: This report presents the findings from a study designed: (1) to determine the current availability and utility of student outcome statistics in the nation; and (2) to examine the feasibility and desirability of nationwide institutional reporting of student outcome data. Following an introductory section on the purposes of the report and the approaches taken, section II addresses the desirability of student outcome data, focusing on the utility of the information and the necessary properties of outcome statistics. Section III explores sources of available data on postsecondary student outcomes and describes current capabilities for reporting institutional-level student outcomes, examining both institutional and state capabilities as well as other sources. Section IV discusses problems with institutional-level student outcome reporting, examining the quality of data that are currently available and the current and prospective uses of these data. Section V identifies those aspects of student outcomes statistics that require definitional specificity and describes data collection procedures and methodologies that could minimize the various problems of student-outcome reporting and produce useful and meaningful institution-level data. Finally, section VI summarizes the report and formulates conclusions concerning the desirability and feasibility of different approaches for obtaining student outcome information. Suggestions for specific actions that must be initiated if meaningful institution-level student outcome data are to be a reality for all postsecondary institutions in the nation are provided. Evaluation efforts typically focus on documenting student and program learning outcomes. Despite being framed as tools for enhancing educational quality, decades of assessment efforts suggest that this goal is not being met. This critique is contextualized within broader social-historical shifts in higher education, pointing out how assessment practices have paralleled trends toward corporatization and heightened administrative oversight. Many assessment professionals adopted methodologies from behavioural science and educational measurement, while neglecting essential measurement principles, resulting in data quality issues. Existing assessment measures often exhibit questionable reliability and validity, undermining their effectiveness. This book suggests that the prevalent summative approach to course objectives may not be the best method for improving instruction or assessing student learning. Alternatives such as research derived from the Scholarship of Teaching and Learning and qualitative, formative assessments may yield more meaningful, quality-driven information.
