To ensure that these determinations are made fairly and consistently, SSA has developed criteria for eligibility and a process for assessing each claimant against the criteria. Visual Impairments: Determining Eligibility for Social Security Benefits examines SSA's methods of determining disability for people with visual impairments, recommends changes that could be made now to improve the process and the outcomes, and identifies research needed to develop improved methods for the future. The report assesses tests of visual function, including visual acuity and visual fields whether visual impairments could be measured directly through visual task performance or other means of assessing disability. These other means include job analysis databases, which include information on the importance of vision to job tasks or skills, and measures of health-related quality of life, which take a person-centered approach to assessing visual function testing of infants and children, which differs in important ways from standard adult tests.

A list of observations when a child has visual issues: -Taking far too long to copy information from the board to a page and vice versa. -Difficulty remembering how to spell and tending to spell the word how it sounds most of the time. -Losing their place often when reading, skipping lines, missing whole words or word endings, (using their finger or a ruler to track often helps them). -Frequent eye rubbing and/or squinting. -Difficulty sustaining attention close-up, particularly when reading. -Substitutions when reading out loud (saying something similar to what is there but not exactly what is on the page, sometimes will interfere with meaning). -General avoidance and dislike of reading overall. -Unable to write on the line and uses different sizes of print, (i.e., inconsistent), when forming letters. -Seeming difficulty to maintain attention overall. -A noticeable difference between their oral and aural skills (i.e., speaking and listening) versus their visual skills (i.e., reading and writing). The models are: (1) medical (anatomy, physiology, pathology of the optical and neural visual system); (2) educational (visual perception and learning); (3) developmental (reflexive and voluntary eye movements, relationship between visual and motor processes); and (4) functional (visual components of daily living, assessment of the environment). After an introductory section, Part One presents the theoretical rationale in a discussion of each of the four models as applied to the cases. With the increasing responsibility for educating these children has come recognition that few of us have the requisite knowledge or skills to deliver high-quality services to these chil dren. University programs are providing more staff, but the existing staff must also be trained. We have been involved for several years, with the special education branch of the Nebraska Department of Edu cation in the provision of in-service training in the early identifi cation and assessment of handicapping conditions, when we realized an even greater need for training regular classroom teachers, administra tors, and psychologists in addition to early childhood special educa tion personnel about the nature of low-incidence handicaps and how they might be dealt with in the public school setting. Knowing the enormity and the expense of such an undertaking, we tenuously ap proached the State Department. They too were cognizant of this need and welcomed our ideas. Jan Thelen and her capable staff then took to coordinating the planning with us and the Nebraska Department of Education provided the fundings.
