Assassination of heads of state, such as John F. Kennedy and Yitzhak Rabin, are rare events, but the political murders of police personnel, local government officials, politicians, and journalists occur frequently. These “softer” targets are often pursued during broader campaigns of terrorist violence, and the Global Terrorism Database (GTD) records a significant number of these assassination events—16,246 to be exact—between 1977 and 2017. Utilizing survival analysis and the Polity IV Index to examine the span of time from a terrorist assassination to potential shifts in state political institutions, Laura N. Bell compares changes in authoritarian, mixed, and tumultuous regimes with democratic governments. She argues that these cases illuminate the extent to which the type of assassination target may or may not be linked to significant institutional change. By establishing differences in post-assassination political outcomes across regimes and targets, Bell provides a baseline study upon which to build future examinations of the types and severity of risks to governmental institutions during terror campaigns.

Victoria provides a detailed introduction to the religious as well as political significance of the group’s terrorist beliefs and acts, focusing especially on the life and times of the band’s leader, Inoue Nisshō. A deeply troubled youth, Inoue became a spy in Manchuria for the Japanese Army in 1909, where he encountered Zen for the first time. When he returned to Japan in 1921, he determined to resolve his deep spiritual discontent through meditation practice, which culminated in an enlightenment experience that resolved his long-term doubts.After engaging in “post-enlightenment training” under the guidance of Rinzai Zen master Yamamoto Gempō, Inoue began a program of training the “patriotic youth” who formed the nucleus of his terrorist band. After the assassinations, Inoue and his band were sentenced to life imprisonment, only to be released just a few years later in 1940. Almost unbelievably, Inoue then became the live-in confidant of Prime Minister Konoe Fumimaro, a position he held through the end of WWII. In the postwar era, Inoue reinvented himself again as the founder and head of yet another band of ultranationalists known as the “National Protection Corps.” His eventful life came to an end in 1967. Victoria concludes with an assessment of the profound impact of the assassinations, which culminated in Japan’s transformation into a totalitarian state and set the stage for Pearl Harbor. The author also examines the connection of Buddhism to terrorism more broadly, considering the implications for today’s Islamic-related terrorism.

Political assassinations and executions are placed within their particular cultural matrix to describe how this specific form of killing has been conceptualized as part of an alternative system of justice. "The taking of a human life is generally regarded as the ultimate evil. Given this fact, it is important to examine and understand how it is explained, justified, and cloaked in a 'vocabulary of motives.' Such acts are, in the author's words, 'socially constructed and interpreted,' dependent on the observer's location in a specific 'symbolic-moral universe.'Moreover, such acts (political assassination specifically) are manifestations of struggles that represent attempts to legitimate these world-views, rhetorical devices that serve to define 'boundary-markers' between such universes — moral crusades that attempt to validate one view vis-a-vis another. This general approach to political assassinations is original. Its application to assassinations by Israelis is original. The fact that the book is empirical marks it off from many speculations on the subject. A number of the author's findings make a distinct contribution.
