L'analyse d'Alain Besançon est une incursion dans l'histoire russe et soviétique afin de souligner les différences de ce passé historique avec celui de l'Europe et d'évaluer les possibilités que la Russie remplisse le rôle de pole régional. Avec la fin du monde bi-polaire, le credo principal de la politique étrangère de l'Inde, à savoir le non-alignement, n'a plus d'objet. Les difficultés de l'émergence de l'Inde comme puissance régionale font l'objet de l'étude de Christiane Hurtig. Le droit international étant a la fois le vecteur et l'expression de la mondialisation les deux derniers articles du recueil le prennent pour objet d'analyse. Mireille Delmas-Marty commence par une évaluation de la situation actuelle du droit international, où se manifestent des dynamiques internationales et transnationales. L'article d'André Tosel exprime une critique des conceptions juridiques et éthiques de la mondialisation, exprimées, pour la première, par Hans Kelsen dans une version moniste objectiviste, et, pour la seconde, par Jürgen Habermas dans une version éthique cosmopoliste.

As a testament to Dr. El-Kosheri's remarkable career, broad intellectual horizons and extensive geographical reach, the Festschrift includes contributions from forty-six authors-judges, arbitrators, practitioners and scholars-representing twenty-one nationalities from the Middle East, North and Western Africa, East Asia, Europe, and North and South America, who wrote on topics as diverse as international arbitration and ADR mechanisms, international investment law, public international law (including international administrative law), and private international law in Arabic, English, and French. One can hardly think of another Arab figure who has done more than Dr. El-Kosheri to strengthen international law while bridging legal-cultural divides between the Arab region and the rest of the world. He will undoubtedly continue to inspire many generations to come.

The focus rests on three types of representations of nationhood: a shared past, a common homeland and a national language. History was written so as to justify the country's political independence. Territorial borders shifted meaning, constantly repositioning the national community. The local dialect initially considered German variant was gradually transformed into the 'national language', Luxembourgish.

Historiquement, la pression exercée sur les forêts du bassin du Congo a été comparativement faible, mais des signes indiquent que cette situation ne devrait pas durer, car la pression sur les forêts et les autres écosystèmes s’accroît. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.
