Local currency bond markets in emerging East Asia continued to expand over the first quarter of 2019 despite trade conflicts and moderating global growth. At the end of March, there were $15 trillion in local currency bonds outstanding in emerging East Asia, 2.9% more than at the end of 2018 and 14.0% more than at the end of March 2018. Bond issuance in the region amounted to $1.4 trillion in the first quarter, 10.0% higher than in the last quarter of 2018 on the back of stronger issuance of government debt. Apart from emerging East Asia, government bond yields have also declined in major advanced economies and select European markets between 31 December 2019 and 29 February 2020. Local currency bonds outstanding in emerging East Asia totaled $16 trillion at the end of December 2019, up 2.4% from September 2019 and 12.5% higher than December 2018. Bond issuance in the region totaled $1.44 trillion in the fourth quarter of 2019, a 9.5% decline from September last year.

Yet the region's financial conditions remain broadly stable amid accommodative monetary policy stances despite some weakening signs. Local currency (LCY) bond markets in emerging East Asia expanded to $21.1 trillion at the end of June, as governments tapped LCY bonds to support recovery measures and contain the negative impact of rising COVID-19 cases. The ASEAN+3 sustainable bond market expanded to $345.2 billion at the end of Q2 2021, accounting for nearly 19% of the global sustainable bond market. The risk to the outlook for regional financial markets remains tilted to the downside. Uncertainty over recovery prospects due to COVID-19, combined with a strong US economic rebound and possible earlier-than-expected monetary policy normalization in the US, could lead to further weakening of financial conditions. This issue of the Asia Bond Monitor features special boxes on emerging East Asia's economic outlook, market capacity and central banks’ asset purchasing programs, debt build-up, and social risk in developing Asia.
