In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. This book argues that now, as the continent emerges from the current crisis, it will be important to reconfigure current financing sources under a forward-looking framework that incorporates other non-traditional financing tools and mechanisms such as public-private partnerships, sovereign wealth funds, gender lens investing, new growth drivers, and emerging and disruptive technologies. Finally, the book concludes by adopting a sectoral approach and examining the real economy impacts of new growth drivers such as agriculture value chains, industrialization, tourism, and the blue economy. Book excerpt: The textbook experience of poverty can be witnessed in a number of developing countries in Sub-Saharan Africa, South-East Asia and Latin America. Accordingly, Foreign Direct Investment (FDI) has been identified as an important tool for poverty reduction, as it is noted to accelerate economic growth and employment in a nation, and is currently an essential issue for countries such as Uganda. This book finds that Ragnar’s 1953 ‘Vicious-Circle of Poverty’ remains undisputed even today, showing that attracting FDI is not the end, but that a nation’s absorption capacity is equally paramount. The implications of the FDI ‘frog-leap theory’ for developing countries and the Community Capital Absorption Capacity Development (CCACD) framework provide plausible poverty reduction approaches in the 21st century. Without such measures, bringing an end to poverty is likely to elude governments and multinational corporations in developing countries.

Book excerpt: EU Trade Agreements and European Integration studies 50 bilateral trade agreements negotiated by the European Commission from 1970–2008 and how they shaped European integration. The book argues that the Commission used these trade agreements, signed primarily with countries in Asia and Latin America, to advance European integration by ensuring that they became wider in scope and institutionally deeper by establishing ‘joint bodies’ – even in the face of resistance from member states in the Council of the European Union. Drawing upon principal–agent theory to explain Commission autonomy and Council control as well as extensive archival material and other sources across six in-depth case studies, it shows that the Commission primarily relied on asymmetric information to shape trade agreements in earlier negotiations. In later negotiations, the Commission harnessed its agenda-setting power to submit agreements that the Council could only accept or reject. Overall, the book argues that these 50 trade agreements significantly impacted European integration by increasing the Commission’s external action capability, transforming it into a truly global political actor – one trade agreement at a time. This book will be of interest to scholars and students of European Union Studies and EU policy making, practitioners involved in trade and external relations, and engaged citizens in Europe and abroad, particularly in India, which is prominently featured in the book.
