Book excerpt: The crisis in trade unionism is now a prevailing concern in the United States, as well as in Europe. Its main symptom is, of course, the decrease in union membership. Still, other, less observable elements account for the concern, namely the obsolescence of discourse, the decrease of militant motivation, and the question of efficiency of strikes or collective bargaining. One must keep in mind, however, that trade unions will evolve differently from one country to another. What we know about trade unions has changed over the years. We can now more accurately assess the effects of union action, especially with regard to labor market, wages, and productivity. This book adds to the assessment by integrating the new theories of organizations, contracts, and property rights. In doing so, we shift from a study of markets to one of hierarchies. Thus, the current literature comes back to its sources (but with improved analytical instruments) by returning to the Ross-Dunlop debate on the nature of the trade union. This more complex outlook of trade unions as an organization-not only as an abstract or bodyless supplier of monopolistic labor-allows one to understand better the apparent differences between unions (mainly American) whose action is oriented towards work relation ships and labor contract management and unions (European or "Latin") who are closer to a pressure group wielding power on the political front.

Bacharach, Peter A. Bamberger, and William J. Sonnenstuhl argue that the decline may have more to do with a crisis of union legitimacy and member commitment. They further suggest that both problems could be addressed if the unions return to their nineteenth-century, mutual aid-based roots.The authors contend that the labor movement is characterized by two models of union-member relations: the mutual aid logic and the servicing logic. The first predominated in the early days and encouraged a sense of community among members who worked to support one another. In the twentieth century, it was largely replaced by the servicing model, which asks little of members, who remain loyal only if their leaders deliver increasing wages and benefits.Regaining legitimacy and strengthening member commitment can only happen, the authors claim, if mutual aid logic is allowed to return. They examine three unions in the transportation industry to judge the effectiveness of new programs created after the old model.

Like other democratic institutions, unions have repeatedly experienced highly charged conflicts over the integration of ethnic minorities and women into leadership positions. In Becoming a Mighty Voice, Daniel B. Cornfield traces the 55-year history of the United Furniture Workers of America (UFWA), describing the emergence of new social groups into union leadership and the conditions that encouraged or inhibited those changes. This vivid case history explores leadership change during eras of union growth, stability, and decline, not simply during isolated episodes of factionalism. Cornfield demonstrates that despite the strong forces perpetuating existing union hierarchies, leadership turnover is just as likely as leadership stagnation. He also shows that factors external to the union may influence leadership change; periods of turnover in the UFWA leadership reflected employer efforts to find cheap, non-union labor, as well as union efforts to unionize workers. When unions are threatened by intensified conflict with employers and when entrenched high status groups within the union are obliged to recruit members of lower socioeconomic status, then new social groups are likely to be integrated into union leadership. Book excerpt: Soviet socialism was based on paradoxes that were revealed by the peculiar experience of its collapse. To the people who lived in that system the collapse seemed both completely unexpected and completely unsurprising. At the moment of collapse it suddenly became obvious that Soviet life had always seemed simultaneously eternal and stagnating, vigorous and ailing, bleak and full of promise. Although these characteristics may appear mutually exclusive, in fact they were mutually constitutive. This book explores the paradoxes of Soviet life during the period of "late socialism" (1960s-1980s) through the eyes of the last Soviet generation. Focusing on the major transformation of the 1950s at the level of discourse, ideology, language, and ritual, Alexei Yurchak traces the emergence of multiple unanticipated meanings, communities, relations, ideals, and pursuits that this transformation subsequently enabled. His historical, anthropological, and linguistic analysis draws on rich ethnographic material from Late Socialism and the post-Soviet period. The model of Soviet socialism that emerges provides an alternative to binary accounts that describe that system as a dichotomy of official culture and unofficial culture, the state and the people, public self and private self, truth and lie--and ignore the crucial fact that, for many Soviet citizens, the fundamental values, ideals, and realities of socialism were genuinely important, although they routinely transgressed and reinterpreted the norms and rules of the socialist state.
