Book excerpt: Situating the French Revolution in the context of early modern globalization for the first time, this book offers a new approach to understanding its international origins and worldwide effects. A distinguished group of contributors shows that the political culture of the Revolution emerged out of a long history of global commerce, imperial competition, and the movement of people and ideas in places as far flung as India, Egypt, Guiana, and the Caribbean. This international approach helps to explain how the Revolution fused immense idealism with territorial ambition and combined the drive for human rights with various forms of exclusion. The essays examine topics including the role of smuggling and free trade in the origins of the French Revolution, the entwined nature of feminism and abolitionism, and the influence of the French revolutionary wars on the shape of American empire. The title "Minim" was confirmed in these words" ... eosque Eremitos Ordinis Minimorum Fratrum Eremitarum F. Francesci de Paula in posterum nuncupari," taken from the Papal Bull, Meritis religiosae vitae, of 26 February, 1493. The earliest reference to the Order in France is in a fragment preserved in the Bibliotheque de l'Arsenal called, La regle et vie de Frere Franfois, pauvre et humble hermite de Paule, laquelle donne a tous ses 2 freres voulant entrer et vivre en son ordre. The dating of this manuscript should be accepted with considerable reserve; it bears a clearly legible "1474," although it seems most unlikely that any reference to an Order occurred before the Bull of 1493 or that any Rule appeared in French before the Founder's visit to Louis XI in 1483. 3 The fame of Francis and his reputation as a "guerisseur" had reached the French court where Louis XI was sick and dying; the King summoned him to the chateau of Le Plessis-Ies-Tours, but it required the intervention of the Pope to make the hermit undertake the journey

Book excerpt: This book explores the Paris Ecole Militaire as an institution, arguing for its importance as a school that presented itself as a model for reform during a key moment in the movement towards military professionalism as well as state-run secular education. The school is distinguished for being an Enlightenment project, one of its founders publishing an article on it in the Encyclopédie in 1755. Its curriculum broke completely with the Latin pedagogy of the dominant Jesuit system, while adapting the legacy of seventeenth-century riding academies. Its status touches on the nature of absolutism, as it was conceived to glorify the Bourbon dynasty in a similar way to the girls’ school at Saint Cyr and the Invalides. It was also a dispensary of royal charity calculated to ally the nobility more closely to royal interests through military service. In the army, its proofs of nobility were the model for the much debated 1781 Ségur decree, often described as a notable cause of the French Revolution.

Book excerpt: In The Path Not Taken, Jeff Horn argues that—contrary to standard, Anglocentric accounts—French industrialization was not a failed imitation of the laissez-faire British model but the product of a distinctive industrial policy that led, over the long term, to prosperity comparable to Britain's. Despite the upheavals of the Revolution and the Napoleonic Wars, France developed and maintained its own industrial strengths. France was then able to take full advantage of the new technologies and industries that emerged in the "second industrial revolution," and by the end of the nineteenth century some of France's industries were outperforming Britain's handily. The Path Not Taken shows that the foundations of this success were laid during the first industrial revolution. Horn posits that the French state's early attempt to emulate Britain's style of industrial development foundered because of revolutionary politics. The "threat from below" made it impossible for the state or entrepreneurs to control and exploit laborers in the British manner. The French used different means to manage labor unruliness and encourage innovation and entrepreneurialism. Technology is at the heart of Horn's analysis, and he shows that France, unlike England, often preferred still-profitable older methods of production in order to maintain employment and forestall revolution. Horn examines the institutional framework established by Napoleon's most important Minister of the Interior, Jean-Antoine Chaptal. He focuses on textiles, chemicals, and steel, looks at how these new institutions created a new industrial environment. Horn's illuminating comparison of French and British industrialization should stir debate among historians, economists, and political scientists.

Drawing on previously unexplored archival source material, Caiani provides an alternative reading of Louis XVI in this period, arguing that the monarch's symbolic behaviour and the organisation of his daily activities and personal household were essential factors in the people's increasing alienation from the newly established constitutional monarchy.

For decades France had been free of famine, but the fall grain harvest had been meager, and the government of the newly crowned King Louis XVI had issued an untimely edict allowing the free commerce of grain within the kingdom. Prices skyrocketed, causing riots to break out in April, first in the market town of Beaumont-sur-Oise, then sweeping through the Paris Basin for the next three weeks. Known as the Flour War, or the guerre des farines, these riots are the subject of Cynthia Bouton's fascinating study. Building upon French historian George Rud&é's pioneering work, Bouton identifies communities of participants and victims in the Flour War, analyzing them according to class, occupation, gender, and location. As typically happened, crowds of common people (menu peuple) confronted those who controlled the grain-bakers, merchants, millers, cultivators, and local authorities. Bouton asks why women of the menu peuple were heavily represented in the riots, often assuming crucial roles as instigators and leaders. In most instances, the people did not steal the provisions but forced those they cornered to sell at a price the rioters deemed &"just.&" Bouton examines this phenomenon, known as taxation populaire, and considers the growing &"sophistication of purpose&" of rioters by placing the Flour War within the larger context of food riots in early modern Europe.

Rather than tax their richer subjects directly, French kings preferred to sell them privileged public offices, which further payments allowed them to sell or bequeath at will. By the eighteenthcentury there were 70,000 venal offices, comprising the entire judiciary, most of the legal profession, officers in the army, and a wide range of other professions - from financiers handling the king's revenues down to auctioneers and even wigmakers. Though now yielding diminishing returns to theking, offices were more in demand than ever for the privileges and prestige, profit and power, that they conferred; and although it was widely accepted that selling public authority was undesirable, nobody imagined that those who had invested in offices could ever be bought out. The Revolutionbrought an unexpected opportunity to do so, but the legacy of venality has marked French institutions down to our day. William Doyle, one of the foremost historians of early modern Europe, has written the first comprehensive history of the last century of venality. He traces the evolution and dissolution of a system which was fundamental to the workings of state and society in France for over threecenturies.
