Book excerpt: The Army's Spring 1998 Technology Seminar Game was designed to advance the Army After Next (AAN) process by bringing together military operators and civilian scientists and technologists to examine future force development issues. It used 15 mini-scenarios extracted from previous AAN games. For each scenario, an overall mission and required force capabilities required to achieve that mission were identified beforehand. A set of System Cards, used in the game as a means of achieving the required capabilities, was also preselected. The cards included information about the specifications of a particular system and the technologies that could be used to build those systems. System Cards were thus the fundamental component of the game, linking systems and technologies to the required force capabilities. The players' involvement included examining the preselected cards, revising and/or adding new cards, and then cross-evaluating them with the intention of identifying the most important critical technologies of the future. The authors believe that while these scenarios can reveal many useful issues and insights with regard to technology's role in achieving future AAN force objectives, they do not extract the most value from such exercises. The linkages between force capabilities, systems, and technologies need to be sorted out more clearly, and the game organizers need to decide what kinds of discussions will produce the required information.

Book excerpt: The Chief of Staff of the Army initiated the Army After Next (AAN) Project in February 1996 under the leadership of the Training and Doctrine Command (TRADOC). The AAN goals were to link Army XXI to a long-term vision of the Army extending well into the 21st century and to ensure that this vision informed evolving Army research and development requirements. In support of the AAN Project, the Assistant Secretary of the Army for Research, Development, and Acquisition (SARDA) since renamed the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) sponsored the Army Technology Seminar Game (ATSG), held at the Army War College in Carlisle, Pennsylvania from July 27 to July 31, 1998. Ensuring close correspondence between research and force requirements is a critical challenge for the U.S. Army in an era of rapid technological progress. To meet this challenge, the ATSG brought together civilian technologists and military operators. RAND Arroyo Center was asked to observe the ATSG, identify major issues emerging from the game, and provide an assessment. This report documents outcomes of this research. A follow-on technology game was conducted in July of 1999. This game was identified as the Technology and Materiel Game-TMG. It incorporated many of the recommendations summarized in the report.

Book excerpt: On 5-6 November 2003, the Advanced Training Methods Research Unit (ATMRU) of the U.S. Army Research Institute for Behavioral and Social Sciences hosted a symposium on the use of training games and game-like simulations across the Department of Defense (DoD). The rationale for the symposium was that although there is an increasing use of PC-based games and simulations as a means of training within the U.S. Military, many of these efforts are being done in isolation with little coordination within or across services. The objectives of this symposium were to bring personnel from all branches of the military together to discuss how training games and game-like simulations are currently being used by the military, to identify ways they may be used more effectively, and to help develop a community of practitioners to facilitate future development and effective use of games for military training. Participating in this two-day event were instructors from the U.S. Army, Navy, Air Force, and Marines, as well as, training developers, commercial simulation/game developers, training researchers from all services, and representatives from the Office of the Secretary of Defense. To share lessons learned, 11 presentations were given by training representatives from all services, military training researchers, and training game developers. A list of the presenters, their affiliations, and the title of presentations are displayed in Table 1. In addition, time was allocated for discussion and focus groups since all of the approximately 50 symposium participants in attendance were to some extent involved with the use of training games and desktop simulations (see Appendix A for a full list of all participants). This discussion time included 10-20 minute question periods after each presentation, a 90 minute breakout group sessions at the end of the first day, and a summary review of the symposium proceedings at the end of the second day.
