Book excerpt: Though the president trumpets each deal as a victory for the United States, an analysis of American arms sales since 2002 reveals that the arms trade is a risky business. The United States has repeatedly sold weapons to nations engaged in deadly con icts, and to those with horrendous human rights records, under conditions in which it has been impossible to predict where the weapons would end up or how they would be used. On repeated occasions, American troops have fought opponents armed with American weapons. Advocates argue that arms sales bolster American security by enhancing the military capabilities of allies, providing leverage over the behavior and policies of client nations, and boosting the American economy while strengthening the defense industrial base. We argue that the economic benefits of arms sales are dubious and that their strategic utility is far more uncertain and limited than most realize. Arms sales also create a host of negative, unintended consequences for the United States, for those buying the weapons, and for the regions into which American weapons flow. Washington’s historical faith in arms sales is seriously misplaced. The United States should revise its arms sales policy to improve the risk assessment process, to ban sales to countries where the risk of negative consequences is too high, and to limit sales to cases in which they will directly enhance American security.

Book excerpt: International arms sales are a useful tool in executing a country's economic and foreign policy strategy. As such, investigating the drivers behind these exports discloses a state's priorities. Since Vladimir Putin came to power, Russian arms sales have steadily increased in several geographic areas while Russo-American relations have gradually deteriorated. Therefore, as Putin seeks to foster global multi-polarity in order to challenge the American-dominated geopolitical world order, how is Russia conducting international arms sales and for what reasons? This thesis investigates Russian arms sales to China, India, and the Middle East in order to determine Putin's motives behind his export agenda. It focuses on analyzing the potential relationships of two main hypotheses: domestic economic factors and international political factors. This thesis argues that while Russian arms sales generated many domestic economic benefits, especially in the early years of Putin's presidency, international political factors provided the greater impetus behind Russia's export of military hardware. Specifically, Putin used arms sales to secure both influence and leverage with selected partners with the intent of developing a polycentric world, balancing the United States, and improving Russia's reputation as a great power. In conclusion, although Putin has achieved some gains from using arms exports as a foreign policy tool, the long-term benefits of his overall strategy are minimal. This thesis uses comparative case studies of three geopolitical regions as its backbone. East Asia, due to its geopolitical significance to the Russian Federation, is the initial region this study analyzes with China serving as the first case study. Russia shares a sizeable border with China, specifically the second longest border between Russia and any other country and the sixth longest border between any two countries in the world. Besides the tumultuous period during the Sino-Soviet Split of the 1960s, Russia and China have been strategic allies since the Chinese Communist Party's victory over the Nationalist Party in 1949, especially after the fall of the Soviet Union. China's rise as a regional power directly supports Putin's desire for polycentrism, otherwise understood as his belief in the "decline of the West and the rise of the rest." Given the recent economic sanctions and political hostilities between Russia and the West, China also serves as a natural geopolitical ally and economic outlet for Russian political and monetary capital. South Asia is also an important area in which to test hypotheses behind Russian foreign military sales. In this region, India is Russia's leading partner. Similar to China, India has been a long-time ally of both the Soviet Union and Russian Federation and is a part of the BRICS penta-state association (Brazil, Russia, India, China, and South Africa). More important to the context of this thesis, India has been the biggest importer of Russian arms since the fall of the USSR. India is also involved in a continual dispute with its neighbor Pakistan over the Kashmir and Jammu region. Such turmoil ensures that India will desire to maintain a capable and technologically advanced military. India's need to balance the growing Chinese influence in the region also requires the deterrence factor of a robust and advanced military. Therefore, it serves as another market open to Russian military sales. The Middle East provides the third and final case study of this thesis.

Foreign military sales (FMS) represent a key tool in the American foreign policy that provides needed security assistance to partners and allies around the world. The sale of U.S. hardware bolsters the American industrial base. It creates thousands of high-paying, high skill jobs while reducing the cost of innovative technologies that keep the U.S. and its allies one step ahead of our enemies. They enable our allies to defend themselves and help forge strong bilateral bonds with the U.S. In 2016 alone, the U.S. sold $33.6 billion in military equipment and training packages. The FMS process, however, can be slow and complex, leaving partner nations and American industry frustrated. The FMS process is administered by the Defense Security Cooperation Agency and guided by the State Department. Congress has oversight of this crucial and sensitive program. This provides effective and transparent check on this key tool of U.S. foreign policy. Foreign military sales provide others countries with deadly weapons of war. The U.S. has negotiatied billions in FMS deals with Saudi Arabia, a partner in the war against the Islamic State and other radical groups in the Middle East. The U.S. must ensure that the countries to which it sells high-quality military equipment share our interests and values.

Book excerpt: United Nations Office for Disarmament Affairs (UNODA) states that “Governments remain central providers of security. This is their sovereign right and responsibility, to be performed in conformity with the rule of law. To effectively execute these tasks, their armed and security forces legitimately employ a range of weaponry, which they acquire through national production or through import. Exporters and importers need to ensure those weapons are transferred and stored safely, and not end up in the wrong hands. Governments also have a responsibility to ensure public safety and have a vested interest in providing human security and development to their citizens. Therefore, ensuring that arms in private ownership do not enter illicit circuits must be part of the equation for every country”. From this definition the governments are responsible to set the right policies to grant the global security of the world. Part of those policies are[sic] the policies of the arm trades. Those policies put controls for exporting and importing such trades. Despite the fact that the security is the concern, countries tend to set those policies to guarantee their superiority over competing countries. The question remains how those choices of arm sales are made within countries? What are the consequences of those arm transfers? How are those transfers relevant to countries foreign policies? How are arm sales effecting [sic] the international relations between countries? What are the complexes in there? What are the restrictions and how are the countries taking advantages of such trades? In order to answer this question, the thesis will start by introducing the definitions of arm sales and the processes of those sales looking at them from both angles, the exporters side and the importer sides. Foreign policy making of the countries and how the arm sales can be used as a foreign policy tool and the impact of the political interests on arm sales will be discussed thoroughly. All the stakeholders on this matters that directly involved or indirectly involved will be identified, like the international organizations, non-governmental organizations, and media. Arm sales trends and patterns through the period from 1970s until recently will be analyzed with focusing on the MENA region. A deeper analysis will be narrowed on arm sales in GCC and how it is effected by recent region activities like the Arab Spring, Yemen conflict and the four Arab states (Saudi Arabia, UAE, Bahrain and Egypt) – Qatar conflict.

The policy included quantitative and qualitative controls on government-to-government sales to all countries except our NATO allies, Japan, Australia, and New Zealand. The most visible element of the policy was the ceiling placed on the aggregate dollar value of sales to nonexempt countries in 1978 and 1979. The evidence that the executive branch has marshaled to demonstrate its restraint accomplishments is not convincing. Other countries simply have not yet agreed to restrain arms sales. Despite numerous meetings with other major arms suppliers, there have been no concrete achievements toward multilateral restraint. The President's restraint policy is stated in global terms and has not been translated into the needs and realities of the U.S. relations with specific purchasing countries. Although the Department of State recognizes that more detailed criteria are essential to effectively implement the restraint policy, it sees criteria as detracting from foreign policy flexibility. Individual case determinations, influenced by the political or military concerns of the moment, bear heavily on the evolving U.S. arms supply relationship with an individual country or region. Arms sales requests should be judged against preestablished country criteria. Inadequate interagency planning for military sales also has been a continuing problem.
