It may be unintentional, but it is gross negligence because we know how to prevent it, yet fail do it. Many of the victims are “Mislabeled as Disabled.” Denied proper instruction, they fall behind in regular general education, overwhelm teachers, and hold back classmates. Out of desperation, school systems unlawfully “dump” such "Mislabeled as Disabled" students in special education, even though they do not have a true medical disability. Yet, unlike students with severe limitations who are “Truly Disabled,” the special education they receive is hardly special at all. They fall farther behind and suffer stigma and segregation. Moreover, school systems cover up this educational malpractice with misleading progress reports and data. The fact that a disproportionate number of “Mislabeled as Disabled” students are from poor and minority families is no excuse. Hettleman not only cites in detail the better instruction that will enable them to succeed; he spells out the kind of legislative and judicial civil right to learn to read that is required for reform. Hettleman also perceptively reveals how teachers, like children, are victimized by educational abuse. Dedicated frontline teachers are denied the instructional tools—the training, class sizes, and curricula—with which they can get the job done right. He concludes with a call to action by all of us. Parents, educators, policymakers, and entire communities should read this book, become enraged, and then take up the struggle for reform.

Chapter 10 presents some history of the battles women have faced throughout the years. Chapter 11 addresses the African, Asian, Hispanic American and American Indian elderly. The concluding chapter defines the gay, lesbian, transgender and bisexual people and their cultural evolution. This third edition continues the theme of providing information with regard to factors that impact the lives of racial/ethnic minorities as well as women and the elderly in America; however, the updates and addition of new chapters will make the text a more complete discussion of cultural information needed by professional helpers as they work with their clients and patients.

At their center was a series of attacks by U.S. Marines and sailors on young Mexican American men who dressed in distinctive suits and called themselves pachucos. The media of the day portrayed these youths as miscreants and hoodlums. Even though the outspoken First Lady, Eleanor Roosevelt, quickly labeled them victims of race riots, the initial portrayal has distorted images ever since. A surprising amount of scholarship has reinforced those images, writes Laura Cummings, proceeding from what she calls “the deviance school of thought.” This innovative study examines the pachuco phenomenon in a new way. Exploring its growth in Tucson, Arizona, the book combines ethnography, history, and sociolinguistics to contextualize the early years of the phenomenon, its diverse cultural roots, and its language development in Tucson. Unlike other studies, it features first-person research with men and women who—despite a wide span of ages—self-identify as pachucos and pachucas. Through these interviews and her archival research, the author finds that pachuco culture has deep roots in Tucson and the Southwest. And she discovers the importance of the pachuco/caló language variety to a shared sense of pachuquismo. Further, she identifies previously neglected pachuco ties to indigenous Indian languages and cultures in Mexico and the United States. Cummings stresses that the great majority of people conversant with the culture and language do not subscribe to the dynamics of contemporary hardcore gangs, but while zoot suits are no longer the rage today, the pachuco language and sensibilities do live on in Mexican American communities across the Southwest and throughout the United States.

Involvement with CLEAR can enable prospective teachers to apply this system to empower their secondary students.

Book excerpt: Complex factors affect young children and their families in today’s increasingly diverse world characterized by globalization, the transnational movement of people, and neo-liberal government policies in western and industrialized countries. This book focuses on three of these factors—culture, language and learning—and how they affect children’s development and learning in the context of their communities, families and schools. Taking an ecological perspective, it challenges normative and hegemonic views of young children’s language, literacy and numeracy development and offers examples of demonstrated educational practices that acknowledge and build on the knowledge that children develop and learn in culturally specific ways in their homes and communities.
