Huskisson, Principal Secretary of State for the Colonies, &C. &C. &C Fearing, ' Sir, that my language in reference to this party may be considered too intemperate, and rather emanating from excited feelings, or inte rested motives, than warranted by facts, I will quote the words of one whose wisdom, learning; and high 'character, must give weight to his opinions and assertions, and who, not having any personal interest to actuate or influence him, must, in common candour, be-supposed to have given the subject calm and dispassionate consideration. John Reeves, Esq. Chief Justice of Newfoundland, in his invaluable History of the Government of that country, commences his introduction in the following words: I intend to give a short history s of the Government and Constitution of New. Morris and published by Forgotten Books. This book was released on 2018-08-14 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Brief Remarks on a Pamphlet, Entitled "Arguments to Prove the Policy and Necessity of Granting to Newfoundland a Constitutional Government" In writing the little work which has excited SQ mttglrangry feeling in Mr. Morris, his object was to show, certainly in opposition to the representations of Mr, Moms, and those who enter into his views and Opinions, that Newfoundland can never become a great agricultural country, in consequence of natural obstacles which are insurmountable - that it is fitted byflnatnrechiefly for the seat of a fishery. Such it has been from its earliest settlement, such it still is, and such it must remain as the author believes, for ages yet to come, and not the less valuable on this account to the mother country, or requiring less the succar agement and protection of its government. In main-r taining this position, he has not relied, on the authority of his own ipse diarit, which certainly could have very little weight, he never having been in Newfound land but havmg, in the course of a pretty long life of business, been in habits of constant intercourse with menof the highest respectability intimately aca huge pmtion ot' theit lives litete' and Visited various parts. Of it, and in all tlitections, he has founded his opinion on their unaniinous testimony, and he tcra taiuly is not convinced by Mr. Mortih's imitating; that he has any occasion to doubt their accuracy orte question their veracity. In his endeavours to invalidate the author's posi tion, Mr. Morris, in his argutnents, page 19, after pourtraying with a glowing pencil, the inannérs and habits of ancient and modern times, and arraying in amusing contrast, hoop nailed tables, sooty boat's kettles, tarrgjackets, check shirts, cod's heads and saund bones, butter firkins and deal benches, sofas, ottomans, carpeted floors, bread bags and damask table cloths, black tea kettles, tin cans, rich cut decanters and glasses, spruce beer and cullibo'gus, and the sparkling wines of Portugal and France, and apostrophising' our venerable ancestors, he tri umphantly informs them (if they could rise front their graves) that They would see the germ of cultivation bursting, as It were, through the matted woods, and requiring but the beneficent hand of a liberal government to train it to future universal luxuriance. Now all this may be very fine writing, but is very weak argument, and that government Would not unwisely which would suffer itself to be led away by the florid but delusive representations of an interested party, Who would make agriculture the Stepping stone {to colonial rank and importance, and commence expensitre expe1iments without some bet ter assurance that the soil and climate would requite the attempt.
