Defined in this book as 'settlements of the urban poor developed through the unauthorised occupation of land', they are regarded by many as unhealthy and overcrowded blights on the urban landscape 'squatter camps' in common parlance. Yet census data tell us that 16.4% of households across the country live in informal settlements, mostly in urban areas where an insecure foothold on the land enables these households to access the economic opportunities, social and economic networks and basic amenities that are essential to their survival.

Book excerpt: Galasso and Ravallion assess the impact of Argentina's main social policy response to the severe economic crisis of 2002. The program aimed to provide direct income support for families with dependents for whom the head had become unemployed due to the crisis. Counterfactual comparisons are based on a matched subset of applicants not yet receiving the program. Panel data spanning the crisis are also used. The authors find that the program reduced aggregate unemployment, though it attracted as many people into the workforce from inactivity as it did people who would have been otherwise unemployed. While there was substantial leakage to formally ineligible families, and incomplete coverage of those eligible, the program did partially compensate many losers from the crisis and reduced extreme poverty.This paper is a product of the Poverty Team, Development Research Group. The work reported is part of the ex-post evaluation of the World Bank's Social Protection IV Project in Argentina.

Book excerpt: Against the background of a decade of declining per-capita income and high inflation, the Article IV consultation focused on policies to begin to tackle Argentina’s underlying impediments to sustained growth and low and stable inflation. Avoiding boom-bust dynamics suggests the need for greater emphasis on policies to promote net exports and mobilize domestic saving to finance much-needed investment. Reversing the high degree of financial dollarization, however, will take time and will require a durable commitment to tackle fiscal dominance and strengthen debt sustainability. Meanwhile, addressing budget rigidities is essential to improve Argentina’s resilience to shocks, while reorienting public spending towards investment and innovation is critical to support productivity and reduce intergenerational inequities. Sustained political and social consensus is necessary for policy predictability and to balance demands from financing Argentina’s large social welfare system while also encouraging private investment and formal employment.

The persistence of mass poverty and inequality pits different social groups against one another and leads to a polarization that makes consistent economic policy formation difficult. National productivity may also suffer in economies with poorly educated workforces lacking adequate health care. Statistics on poverty and inequality in Latin America are rudimentary and often conflicting. Yet it is known that poverty became more widespread in the region during the last decade as it experienced economic decline. About 180 million people, or two out of every five in the area, are now living in poverty—some 50 million more than in 1980. It is also known that income and wealth are far more unequally distributed in Latin America than in most other developing regions. This book provides a much-needed assessment of how poverty, inequality, and social indicators have fared in several Latin American countries over the past decade. Experts from Latin America and the U.S. focus attention on the extent of poverty and inequality and how they have been affected by the debt crisis and adjustment of the 1980s. They explain that issues of poverty and inequality were neglected as governments in Latin America struggled to restore stability and growth to their economies. Social sector spending declined sharply, affecting both the quality and quantity of services provided. The contributors examine how poverty and inequality are—or are not—being addressed in each country. They also explore the viability of alternative approaches to combating poverty and reducing inequality. They explain that virtually no one denies that governments must take a leading role in the provision of health, education, and other social services. Yet there are sharp debates--over the compatibility of social spending with economic adjustment and stabilization; the priority of social expenditures in relation to other governmental spending; the allocation of funds among different social programs; who should, and should not, benefit; and who should pay the costs. They show that the poor and middle sectors had to pay dearly because their governments, the international community, and the families themselves were not prepared to deal with austerity. The book contains eleven chapters by contributors from universities and research institutions in the U.S. and Latin America, as well as from international financial organizations. It is the result of a project cosponsored by Inter-American Dialogue.

Book excerpt: In recent decades, globalization and internationalization led to an increase in the number of international regimes attempting to influence national behaviour over many different issues. By using the case of the international forest regime complex this thesis seeks to evaluate how an international organization such as the World Bank and private institutions of forest certification influence domestic forest policy. The cases of Argentina and Armenia were selected as examples of developing countries open to international influences with weak forest sectors that went through a recent administrative restructuring. In so doing this dissertation seeks to answer how do international and transnational organizations influence domestic forest policies? The results show that: the influence of the World Bank in Argentina and Armenia pushed the forest sector towards deregulation; state bureaucracies play an important role in the implementation of transnational regimes at the national level; the political system of federal countries provides multiple institutional access points for policy change that international and transnational regimes try to use in order to influence the domestic level, consequently changing the power balance of the domestic networks.
