Book excerpt: ABSTRACT: Governments at the local, state and federal levels are using electronic-storage technology for their document and record management. Benefits of this technology include the ability to 1) expeditiously search and retrieve documents and 2) remotely access, deliver, and transfer documents. While these benefits help government act more efficiently, they have not yet been used to make public records more accessible to the public. Ironically, some states' public records laws are so difficult to interpret and apply that they complicate the very process that seeks to open up the public records system with electronic access. My study examined the state laws that regulate access to electronic public records. The results were compared with those of a similar study published in 2000. The contrast and comparison between the current state of the law and that of eight years ago provides a nation-wide evaluation of changes in the level of access that the public has to electronic records.

The third section describes the gaps in research related to skin cancer prevention, highlighting areas of research where more work is needed. The fourth section identifies specific opportunities to prevent skin cancer by reducing UV exposure in the U.S. population and calls for nationwide action.

Strikingly, the founders themselves were far less confident in what they had wrought, particularly by the end of their lives. In fact, most of them-including George Washington, Alexander Hamilton, John Adams, and Thomas Jefferson-came to deem America's constitutional experiment an utter failure that was unlikely to last beyond their own generation.
