Book excerpt: Bringing together interconnected discussions to make explicit the complexity of the Arctic region, this book offers a legal discussion of the ongoing territorial disputes and challenges in order to frame their impact into the viability of different governance strategies that are available at the national, regional and international level. One of the intrinsic features of the region is the difficulty in the determination of boundaries, responsibilities and interests. Against this background, sovereignty issues are intertwined with environmental and geopolitical issues that ultimately affect global strategic balances and international trade and, at the same time, influence national approaches to basic rights and organizational schemes regarding the protection of indigenous peoples and inhabitants of the region. This perspective lays the ground for further discussion, revolving around the main clusters of governance (focusing on the Arctic Council and the European Union, with the particular roles and interest of Arctic and non-Arctic states, and the impact on indigenous populations), environment (including the relevance of national regulatory schemes, and the intertwinement with concerns related to energy, or migration), strategy (concentrating in geopolitical realities and challenges analysed from different perspectives and focusing on different actors, and covering security and climate change related challenges). This collection provides an avenue for parallel and converging research of complex realities from different disciplines, through the expertise of scholars from different latitudes.

In the context of planning the PetroArctic project, accounts of seagoing activities in the Russian Arctic Seas that ersulted in accidents have been gathered and are now made available in this bilingual (Russian-English) volume. Here especially, the physical environment and navigation issues for the Kara, Laptev, East Siberian and Chukchi seas are described. Fully half of the book describes accidents induced by heavy ice conditions since 1900: 94 accidents are carefully reported and classified. Among these, the accidents involve shipwrecks, forced drift (ice jet as special case), overwintering, and various types of vessel damage. Most accounts include details such as distinguishing features, behavior of the crew, photos, and maps, which reveal ice conditions, date, location, and vessels involved (for each of four seas). The book will be useful to scientists, industrial planners and a wide audience interested in the Arctic Seas.

Book excerpt: This report calls for a halt on Arctic oil drilling until: a pan-Arctic oil spill response standard is in place; a stricter financial liability regime for oil and gas operations is introduced that requires companies to prove that they can meet the costs of cleaning up; an oil and gas industry group is set up to peer-review companies' spill response plans and operating practices, reporting publicly; further independent research and testing on oil spill response techniques in Arctic conditions is conducted, including an assessment of their environmental side-effects; an internationally recognised environmental sanctuary is established in at least part of the Arctic. Drilling is only currently feasible in the Arctic during a short summer window and if a blow-out occurred just before the dark Arctic winter returned it may not be possible to cap it until the following summer - potentially leaving oil spewing out under the ice for six months or more with devastating consequences for wildlife. This report also warns that a collapse in summer Arctic sea-ice, increased methane emissions from thawing permafrost, melting of the Greenland ice-sheet and changes to the thermo-haline circulation could all have disastrous consequences for the world - pushing up sea levels and transforming weather patterns. Temperature rises in the Arctic are already affecting the UK's weather. The report points out that there are already more proven fossil fuel reserves in the world than can be burnt safely and calls on the Government to rethink its approach to combating climate change by tackling the supply of fossil fuels, as well as demand

Book excerpt: The common view of indigenous Arctic cultures, even among scholarly observers, has long been one of communities continually in ecological harmony with their natural environment. In Arctic Adaptations, Igor Krupnik dismisses the textbook notion of traditional societies as static. Using information from years of field research, interviews with native Siberians, and archaeological site visits, Krupnik demonstrates that these societies are characterized not by stability but by dynamism and significant evolutionary breaks. Their apparent state of ecological harmony is, in fact, a conscious survival strategy resulting from "a prolonged and therefore successful process of human adaptation in one of the most extreme inhabited environments in the world." As their physical and cultural environment has changed--fluctuating reindeer and caribou herds, unpredictable weather patterns, introduction of firearms and better seacraft--Arctic communities have adapted by developing distinctive subsistence practices, social structures, and ethics regarding utilization of natural resources. It is hoped that this review of the legal and policy contrasts between the Arctic and Antarctic can help in the consideration of future directions for the Arctic legal regime.
