Book excerpt: Petits opérateurs privés, vendeurs d'eau informels, fournisseurs non-étatiques... de nouveaux acteurs participent à la gouvernance des services d'approvisionnement en eau potable des villes en développement. Longtemps ignorés, ils connaissent aujourd'hui un intérêt croissant de la part de la communauté internationale car ils questionnent les modalités de gouvernance des services en réseaux au Sud. Hétérogènes et composites, d'origine locale, adaptés aux demandes des usagers, les services non conventionnels disposeraient d'une grande flexibilité convenant à l'environnement particulier des villes en développement. Ils seraient également en mesure d'apporter de nouveaux financements et d'assurer une pérennité du service à plus ou moins long terme. Or, peu de travaux théoriques en sciences économiques ont été entrepris sur cet objet de recherche. Nous le confirmerons à l'aide d'une analyse bibliométrique inédite. Cette thèse a donc pour objectif de combler ce manque, dans ses dimensions théoriques et empiriques. Adoptant une posture critique, elle s'emploie à discuter les postulats et les hypothèses d'efficience non-vérifiées de ce mode de coordination des acteurs. Par la suite, elle mobilise les concepts issus de la Nouvelle Economie Institutionnelle, proposant une grille de lecture originale des déterminants et de l'efficience des services non conventionnels. Grâce à une enquête de terrain approfondie conduite au Cambodge, nous critiquons le « caractère » concurrentiel qui fonde à priori ce(s) mode(s) de gouvernance. Nous montrons plutôt l'impact des coûts de transaction sur les arrangements organisationnels liés aux conditions d'accès à la ressource en eau. Au-delà de la rhétorique sur l'efficience des agents privés, nous soulignons également l'importance de considérer les arrangements organisationnels non-sectoriels. Nous apportons enfin des éclairages sur le rôle joué par les normes informelles dans la réduction des incertitudes de l'environnement institutionnel. Nous concluons toutefois sur les difficultés potentielles d'institutionnalisation de ce(s) mode(s) de gouvernance car verrouillé dans un sentier de dépendance institutionnel.

Book excerpt: Cette thèse met en évidence les inégalités d'accès au service d'approvisionnement en eau en zone urbaine et s'attache à mesurer le caractère distributif des tarifs, en s'appuyant sur les données empiriques de Manaus au Brésil et de Casablanca au Maroc. Dans ces deux contextes confrontés à une forte pauvreté urbaine, les besoins en investissements sont tels qu'ils ne peuvent pas être financés par les usagers. L’analyse empirique d'un choc tarifaire de 31,5% appliqué en janvier 2004 à l'ensemble des usagers du réseau d'eau de Manaus permet d'évaluer l'impact sur les consommations en eau et le paiement des factures. L’élasticité-prix estimée est comprise entre -0.38 à -0.58 en Double Différence, suivant la tendance retenue pour le contrefactuel, et est hétérogène (-0.7 pour le quintile le plus pauvre contre -0.3 pour les plus aisés). L’impact distributif des structures tarifaires à tranches progressives est ensuite examiné, en simulant l'extension du réseau d'eau à Casablanca. La distribution des subventions tarifaires, régressive en 2006 en raison de l'exclusion des plus pauvres, devient progressive une fois le réseau étendu. La seconde partie de l'approche par micro-simulation explore la mise en œuvre de tarifs alternatifs et montre que l'allocation pour tous de 40 I/p.j. domine nettement toutes les autres structures en termes distributifs alors qu'un ciblage par catégorie n'améliorerait que marginalement la distribution, tout en engendrant une exclusion forte. Enfin la dernière partie effectue une synthèse comparative des résultats précédents et présente les résultats de simulations d'une extension du réseau de distribution pour les villes de Manaus, Dakar et Bamako

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
