Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.
Download or read book Managing Budgetary Virements written by Mr.Sandeep Saxena and published by International Monetary Fund. This book was released on 2016-04-18 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Virements are useful instruments of budget flexibility. If carried out transparently and within accepted limits, virements can promote expenditure efficiency. Large, unregulated virements can undermine budget credibility and the budget’s relevance as principal policy and financial planning instrument. This note defines virements, clarifies their purpose, and specifies what general and country-specific considerations should guide the design of a virement framework. The note argues that countries should design virement policies maintaining balance between their budget flexibility and accountability needs, and keeping in view the legal-cultural environment and the state of development of their public financial management.

This book was released on 2012-09-18 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the request of the Government of Liberia (GoL), the IMF Fiscal Affairs Department (FAD) led an external assessment of the central government’s public financial management (PFM) systems based on the Public Expenditure and Financial Accountability (PEFA) methodology. The assessment was undertaken in close collaboration with the Ministry of Finance’s (MoF) PFM Reform Coordination Unit (RCU), with the participation of staff of the African Development Bank and the World Bank, and with financial support from the European Union and Sida. The assessment examines progress since the PEFA assessment of 2007 and provides a renewed baseline for monitoring progress in PFM reform and for supporting the GoL in refining, where necessary, the current PFM reform strategy. The assessment snapshot date was April 23, 2012. The report was reviewed by the GoL, the PEFA Secretariat, a donor reference group, and FAD, the latter being at the same time responsible for quality assurance.

This book was released on 2008-06-01 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: A key challenge in government budgeting is to define an appropriate balance between current and capital expenditures. Budgeting for government capital investment also remains not well-integrated into the formal budget preparation process in many countries. This paper aims to provide an overview of past and current budgeting practices for public investment. The study will also provide a comparison between the budget practices between low-income countries and developed countries and make a series of recommendations for how to ensure efficient integration of capital planning and budget management in low-income countries.
Download or read book Knowledge Management in Developing Economies written by Kate Hutchings and published by Edward Elgar Publishing. This book was released on 2007-01-01 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important book brings together a set of original key contributions to knowledge management in developing economies. It encompasses a wide range of countries throughout Africa, Asia, the Middle East, and Latin America as well as the transition economies of the former socialist countries in Eastern Europe. These carefully selected country case studies represent a broad range of issues in managing knowledge. They consider the way in which knowledge management processes and practices are influenced by local culture and institutions as well as by interaction with the broader international community. The need for an aggregated analytical approach in untangling the increasingly complex process through which knowledge processes are created, transferred and deployed is also highlighted. The book provides a strong nexus between theory and practice by offering solutions to problems such as: minimising knowledge leakage, creating knowledge-sharing cultures and promoting management learning. Presenting the latest research on intercultural knowledge management, this book will be warmly welcomed by researchers, students and lecturers with an interest in international management and knowledge management. Its strong focus on practitioner implications will provide international managers with invaluable suggestions on how to maximise knowledge sharing in international joint ventures and subsidiary operations.

Download or read book From Stimulus to Consolidation written by Juan Toro R. and published by International Monetary Fund. This book was released on 2010-10-06 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper identifies policy tools that could be used for fiscal consolidation in advanced and emerging economies in the years ahead. The consolidation strategy, particularly in advanced countries, should aim to stabilize age-related spending in relation to GDP, reduce non-age-related expenditure ratios, and increase revenues. Bold reforms are needed to offset projected increases in age-related spending, particularly health care. On the revenue side, measures could include improving tax compliance, for example through better international cooperation, as well as increasing the yield from VAT by eliminating exemptions and reduced rates, further developing property taxes, and increasing excise rates within the range of rates already applicable in comparable countries.
