Book excerpt: Excerpt from An Experiment in Approval Voting The first major experimental comparison of approval voting with regular plurality voting occurred in the 1985 annual election of The Institute of Management Sciences (TIMS). In approval voting a person votes for (approves of) as many candidates as desired, the winner being the candidate with the most votes. By permitting more votes than the number of postions to be filled, approval voting collects more information from the voter than does plurality voting. This can make a difference, for example, when three candidates compete for a single office. In such situations two candidates with wide but similar appeal sometimes split a majority constituency so that a minority candidate is elected under plurality voting. Approval voting, by contrast, is likely to identify the candidate who is most broadly acceptable to the electorate as a whole. In the TIMS experiment society members received an experimental approval ballot along with their official plurality ballot. Two contests involved three candidates running for a single office and a third, five candidates for two positions. Surprisingly, in two of the three contests, approval voting would have produced different winners and neither of the changes was of the type usually emphasized in the approval voting literature. The experiment demonstrated the feasibility of approval voting and showed that it can make a difference. Direct comparison of ballots makes it possible to determine why the experimental switches occurred. It is shown that in each reversal the approval winner had broader support in the electorate than the plurality winner. The experiment also provided empirical data on how voters distribute approvals across candidates and indicates that their behavior was roughly, but not exactly, consistent with theoretical analyses of voting efficacy. Approval voting is a voting procedure, which permits exactly this: to vote for all candidates you approve of. After a short introduction into voting and social choice theory, and the presentation of two discouraging results (Arrow's and Gibbard-Satterthwaite theorem), the present work evaluates approval voting by some standard social choice criteria. Then, it characterizes approval voting, as well as candidates who can win approval voting elections, and provides advice to voters on what strategies they should employ according to their preference ranking. The main part of this work compiles advantages and disadvantages of approval voting as far as dicho-, tricho- and multichotomous preferences, strategy-proofness, election of Pareto/Condorcet candidates, stability of outcomes, Condorcet effciency, comparison of outcomes to other voting procedures, computational manipulation, vulnerability to majority decisiveness/the erosion of the majority principle, and subset election outcomes are concerned. Finally it presents modifications of approval voting to mitigate some of the mentioned drawbacks.

It is well known that hypothetical examples of many different paradoxical election outcomes can be developed, but this analysis examines factors that are related to the process by which voters form their preferences on candidates that will significantly reduce the likelihood that such voting paradoxes will ever actually be observed. It is found that extreme forms of voting paradoxes should be uncommon events with a small number of candidates. Another consideration is the propensity of common voting rules to elect the Condorcet Winner, which is widely accepted as the best choice as the winner, when it exists. All common voting rules are found to have identifiable scenarios for which they perform well on the basis of this criterion. But, Borda Rule is found to consistently work well at electing the Condorcet Winner, while the other voting rules have scenarios where they work poorly or have a very small likelihood of electing a different candidate than Borda Rule. The conclusions of previous theoretical work are presented in an expository format and they are validated with empirically-based evidence. Practical implications of earlier studies are also developed.

Such procedures can differ strikingly in the election outcomes they produce, the opportunities for manipulation that they create, and the nature of the candidates--centrist or extremist--whom they advantage. The author uses computer simulations based on models of voting behavior and reconstructions of historical elections to assess the likelihood that each multicandidate voting system meets political objectives. Alternative procedures abound: the single-vote plurality method, ubiquitous in the United States, Canada, and Britain; runoff, used in certain primaries; the Borda count, based on rank scores submitted by each voter; approval voting, which permits each voter to support several candidates equally; and the Hare system of successive eliminations, to name a few. This work concludes that single-vote plurality is most often at odds with the majoritarian principle of Condorcet. Those methods most likely to choose the Condorcet candidate under sincere voting are generally the most vulnerable to manipulation. Approval voting and the Hare and runoff methods emerge from the analyses as the most reliable. Originally published in 1988. We analyze two divisor methods of apportionment, first proposed by Jefferson and Webster, that iteratively depreciate the approval votes of voters who have one or more of their approved candidates already elected. We compare the usual sequential version of these methods with a nonsequential version, which is computationally complex but feasible for many elections. Whereas Webster apportionments tend to be more representative of the electorate than those of Jefferson, the latter, whose equally spaced vote thresholds for winning seats duplicate those of cumulative voting in 2-party elections, is even-handed or balanced.
