Book Approaches to the Regulation of Fishing Effort

Download or read book Approaches to the Regulation of Fishing Effort written by J. R. Beddington and published by Food & Agriculture Org.. This book was released on 1983 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The problems of controlling fishing effort are reviewed. Any method should satisfy certain criteria - maintaining the productivity of the resource, economic performance and equity (or social needs). The methods of achieving these objectives are reviewed; they include the setting of catch limits, direct control of fleet capacity (e.g. restricting the number of fishing units), indirect measures (mesh size, closed areas), financial measures and the establishment of property rights to fishing areas or quantities of fish. The advantages and disadvantages of each approach are discussed in the light of the established criteria and appropriate techniques are given for six specific types of fisheries.

Book Papers Presented at the Expert Consultation on the Regulation of Fishing Effort Fishing Mortality Rome 17 26 January 1983

Download or read book Papers Presented at the Expert Consultation on the Regulation of Fishing Effort Fishing Mortality Rome 17 26 January 1983 written by and published by Conran Octopus. This book was released on 1984 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: The papers contained in this supplement cover theoretical aspects of fisheries management and its practice in a general manner. Two aspects of fisheries management are reviewed from the perspective of the market for fish and from the fishermen's view. The majority of the papers discuss specific regulatory techniques such as fixed fishing gear, selectivity of fishing gears including mesh size regulation, controls over numbers of fishing vessels and the effects of various financial measures. Several of the papers examine approaches to fisheries regulation that attempt to overcome the common property aspect of fisheries resources. The last paper re-examines the basic equilibrium theory that is applied to most fisheries.

Available in PDF, EPUB and Kindle. Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Book Making Fisheries Management Work

Download or read book Making Fisheries Management Work written by Stig S. Gezelius and published by Springer Science & Business Media. This book was released on 2008-07-15 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: The state of the Northeast Atlantic fisheries in recent years has highlighted - plementation as the Achilles heel of modern fisheries management: discards and unreported or misreported landings are in many cases recognised to effectively subvert sound conservation goals. Social science literature on fisheries mana- ment has tended to regard the implementation of resource conservation policies mainly as a question of effective enforcement. This literature regards surveillance and penalty as the key mechanism through which fishermen keep to catch restr- tions and loyally report their catches. This book emerged because several years of research on fishermen’s compliance had made us uneasy about this rather narrow approach to the problem of implementation. This uneasiness motivated us to widen the approach to the question of implementing conservation policies in the fisheries. Taking Norway as an example, its fishing fleet consists of some 7,000 vessels spread along a coastline of more than 20,000 km, populated by less than 5 million people. The idea of ensuring desirable behaviour through surveillance and - forcement alone is almost absurd in such a context, as the task is impossible by any reasonable means. The Norwegian implementation system has thus had to rely heavily on the incentives provided by the rules and legitimacy created through a century of state/industry collaboration. Different coastal states face very different conditions in terms of solving typical implementation problems such as discards and misreporting.

Book Regulation of Fishing Effort

Download or read book Regulation of Fishing Effort written by Peter H. Pearse and published by Bernan Press(PA). This book was released on 1980 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report deals with the general problem of regulating fishing effort and, in particular, with methods of controlling the expansion of fishing capacity in commercial fleets. In the first part, the author exposes the rationale for government intervention and the various management problems which may have to be considered by a regulatory policy; he then identifies a number of criteria that are likely to guide governments in a selection of alternative approaches to management. Part II deals more directly with policy development in Mediterranean trawl fisheries; it summarizes current arrangements in several countries and suggests management measures which might help in solving the problems of overcapacity which affects the trawl fishery, leaving to the countries the choice of appropriate measures according to their own socio-economic and political context.

Book Sustaining Marine Fisheries

Download or read book Sustaining Marine Fisheries written by National Research Council and published by National Academies Press. This book was released on 1999-03-19 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fluctuations and declines in marine fish populations have caused growing concern among marine scientists, fisheries managers, commercial and recreational fishers, and the public. Sustaining Marine Fisheries explores the nature of marine ecosystems and the complex interacting factors that shape their productivity. The book documents the condition of marine fisheries today, highlighting species and geographic areas that are under particular stress. Challenges to achieving sustainability are discussed, and shortcomings of existing fisheries management and regulation are examined. The volume calls for fisheries management to adopt a broader ecosystem perspective that encompasses all relevant environmental and human influences. Sustaining Marine Fisheries offers new approaches to building workable fisheries management institutions, improving scientific data, and developing management tools. The book recommends ways to change current practices that encourage overexploitation of fish resources. It will be of special interest to marine policymakers and ecologists, fisheries regulators and managers, fisheries scientists and marine ecologists, fishers, and concerned individuals.

This book was released on 2018-07-10 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2018 edition of The State of World Fisheries and Aquaculture emphasizes the sector’s role in achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, and measurement of progress towards these goals. It notes the particular contributions of inland and small-scale fisheries, and highlights the importance of rights-based governance for equitable and inclusive development. As in past editions, the publication begins with a global analysis of trends in fisheries and aquaculture production, stocks, processing and use, trade and consumption, based on the latest official statistics, along with a review of the status of the world’s fishing fleets and human engagement and governance in the sector. Topics explored in Parts 2 to 4 include aquatic biodiversity; the ecosystem approach to fisheries and to aquaculture; climate change impacts and responses; the sector’s contribution to food security and human nutrition; and issues related to international trade, consumer protection and sustainable value chains. Global developments in combating illegal, unreported and unregulated fishing, selected ocean pollution concerns and FAO’s efforts to improve capture fishery data are also discussed. The issue concludes with the outlook for the sector, including projections to 2030. As always, The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to- date information to a wide audience, including policy-makers, managers, scientists, stakeholders and indeed all those interested in the fisheries and aquaculture sector.

Book Improving Fish Stock Assessments

Download or read book Improving Fish Stock Assessments written by National Research Council and published by National Academies Press. This book was released on 1998-02-27 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ocean harvests have plateaued worldwide and many important commercial stocks have been depleted. This has caused great concern among scientists, fishery managers, the fishing community, and the public. This book evaluates the major models used for estimating the size and structure of marine fish populations (stock assessments) and changes in populations over time. It demonstrates how problems that may occur in fisheries dataâ€"for example underreporting or changes in the likelihood that fish can be caught with a given type of gearâ€"can seriously degrade the quality of stock assessments. The volume makes recommendations for means to improve stock assessments and their use in fishery management.

Book Fishery Co Management

Download or read book Fishery Co Management written by Robert S. Pomeroy and published by CABI. This book was released on 2005 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team, balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists, examples, questions and indicators for the planning and implementing of a process of community-basedco-management. It focuses on small-scale fisheries (freshwater, floodplain, estuarine, or marine) indeveloping countries, but is also relevant to small-scale fisheries in developed countries and to themanagement of other coastal resources (such as coral reefs, mangroves, sea grass, and wetlands). Thishandbook will be of significant interest to resource managers, practitioners, academics and students ofsmall-scale fisheries.

Book Incorporating Angler Behavior Into Recreational Fisheries Management

Download or read book Incorporating Angler Behavior Into Recreational Fisheries Management written by Ashley Trudeau and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recreational fisheries are complex social ecological systems, where fish populations, recreational anglers, and management agencies interact across scales to produce emergent outcomes. Because of their large spatial scales and complex interactions, it is difficult for recreational fisheries managers to anticipate and respond to social and ecological change. The success of any management action, such as setting new regulations or supplementing fish populations through stocking, pivots on the behavioral responses of anglers. Anglers can move across a fishery landscape as fishing opportunities change, communicate with other fishers, and otherwise adjust their behavior to maintain their catch and/or harvest opportunities. In this dissertation, I developed and tested a method for efficiently monitoring fishing effort across lake-rich landscapes. A statistical modeling approach was an effective strategy for integrating multiple data sources to produce estimates of fishing effort across greater spatial and temporal scales. Next, I investigated the response of recreational anglers' fishing effort to social, regulatory, and environmental change in Wisconsin and New Jersey. By applying a statistical model-based approach to monitoring fishing effort in Wisconsin, I identified increases in the use of lakes on public lands associated with the COVID-19 pandemic. Next, by analyzing changes in angler numbers reported by for-hire vessels in New Jersey, I was able to identify responses to shorter seasons and lower possession limits in different sectors of the for-hire marine recreational fishery. Finally, in Wisconsin, where past data on fishing effort was not readily available, I used a stated preference method to anticipate future responses of anglers to tradeoffs in availability of coolwater and warmwater species as climate change progresses. In each of these fisheries, understanding and anticipating substitution behavior of anglers among sites and fish species is key for effective fisheries management under ecological and social change.

Book Saving Global Fisheries

Download or read book Saving Global Fisheries written by J. Samuel Barkin and published by MIT Press. This book was released on 2013-01-18 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: A proposal for a new global approach for fisheries focused on reducing fishing capacity and providing incentives for long-term sustainability. The Earth's oceans are overfished, despite more than fifty years of cooperation among the world's fishing nations. There are too many boats chasing too few fish. In Saving Global Fisheries, J. Samuel Barkin and Elizabeth DeSombre analyze the problem of overfishing and offer a provocative proposal for a global regulatory and policy approach. Existing patterns of international fisheries management try to limit the number of fish that can be caught while governments simultaneously subsidize increased fishing capacity, focusing on fisheries as an industry to be developed rather than on fish as a resource to be conserved. Regionally based international management means that protection in one area simply shifts fishing efforts to other species or regions. Barkin and DeSombre argue that global rather than regional regulation is necessary for successful fisheries management and emphasize the need to reduce subsidies. They propose an international system of individual transferable quotas that would give holders of permits an interest in the long-term health of fish stocks and help create a sustainable level of fishing capacity globally.

Book The Public Regulation of Commercial Fisheries in Canada
