Book excerpt: While all U.S. military services have strived to achieve greater total force integration and a stronger total force culture across their active and reserve components, significant impediments limit the achievement of these objectives. Thus, the issue continues to capture the attention of policymakers who seek ways to overcome these impediments and facilitate greater integration. This priority has been addressed most recently by national commissions addressing the future of both the Army and the Air Force. While each of these sets of proposals provides ideas for enhancing integration and providing a greater total force culture, the proposals are neither complete nor fully reflective of all potentially relevant policies and practices. Further, the policy prescriptions are service specific and do not reflect broader insights that cut across services. Last, none of these efforts clearly define the desired purpose and end state for integration against which integration initiatives can be evaluated. For these reasons, a more comprehensive analysis is needed of policies and practices that can contribute to the ultimate objective of improving total force integration and achieving a total force culture. The objective of this study is to provide insights on policies that can foster cross-component integration and incentives for cross-component service that contribute to the most effective total force possible and benefit individual service members, as well as both the active and reserve components. The focus of this report is on factors that can increase cross-component knowledge and awareness, which contribute to achieving the larger goal of cross-component integration.

The question is how to correctly identify past, present, and future, problems that hinder its continued evolution. This project provides a brief history of TFI to give a foundation for program origination, and incorporates both objective and subjective studies to highlight strengths and weaknesses of the program. Knowing why and how Air Force structure needed to change and then analyzing the stumbling blocks it faced in the past as well as continues to confront in the present will enable Air Force leadership to better address current inefficiencies and to improve TFI today and ensure its success in the future."--page i.

Book excerpt: This project addressed the evolution of the Total Force and compared the United States Air Force's and the United States Army's approach to the integration of the Air and Army National Guard. Defense strategy, budget and force structure were reviewed in consonance of cultural and structural barriers to integration. Research concluded that the cultural barriers that have emerged over time between the Army and the Army National Guard still hamper effective integration. Although similar barriers originally retarded the Air Force and Air National Guard integration, major barriers were mitigated by a combination of urgency, strong AF leadership, and political acumen. Structural barriers are a result of the cultural schism that permeated the Army and Army Guard's history. The dual status of the National Guard based on the Air Guard and Air Force experience is dismissed as a structural fatal flaw. Failure to assuage cultural and structural barriers could leave the nation with a military force that cannot execute a national defense strategy, and a military isolated from the people it serves.

Through scenario analysis, this research aims to provide an answer to the question “Which Total Force integration efforts are a worthwhile pursuit, given the Air Force’s present organization and financial constraints?” This paper will also provide recommendations for the Air Force with regards to future Total Force efforts. Long term planning will anticipate the utilization of Reserve Component members, as well as Active Duty members with regard to their roles and responsibilities. Current Total Force endeavors, established primarily by former Chief of Staff of the Air Force (CSAF), General Mark A. Welsh III, as well as proposals from the National Commission on the Structure of the Air Force and the Military Compensation and Retirement Modernization Commission, will be used as key factors and the basis for predicting future Total Force proposals. The four predictive scenarios (Let it Be, Nowhere Man, The Long and Winding Road, and We Can Work It Out) will assess potential Total Force actions within the Air Force and will demonstrate those which are most worthwhile to pursue, based upon the degree of importance and uncertainty. The scenarios analyzed examined how the Air Force integration efforts will continue to evolve, examining current fiscal constraints and mission readiness relationships, and predict purposeful actions to increase stability for the Total Force."--Abstract.

In the name of equality of treatment and opportunity, the Department of Defense began to challenge racial injustices deeply rooted in American society. For all its sweeping implications, equality in the armed forces obviously had its pragmatic aspects. In one sense it was a practical answer to pressing political problems that had plagued several national administrations. In another, it was the services' expression of those liberalizing tendencies that were permeating American society during the era of civil rights activism. But to a considerable extent the policy of racial equality that evolved in this quarter century was also a response to the need for military efficiency. Book excerpt: "This research paper uses a qualitative approach to argue that while efforts by senior leaders to incorporate the Army Reserve as a partner in an interdependent Total Force have been significant, no attempts have been made to address the underlying cultural differences between the components. In order to make long lasting changes to an organization, leaders must act now to address the underlying cultural differences between the two components and transform both to a shared culture. Otherwise, recent progress that has been achieved towards a Total Force could be destined to fail. This paper argues for implementing four recommendations to forge a common Army culture and institutionalize the progress that has already been made towards the Total Force concept. The first recommendation is to increase marketing, recruitment, and leadership communication in the Army Reserve. This increase would emphasize the Army Reserve as an operational force and dispel the notion of a “weekend warrior”. This would build trust in the reserve components and provide reserve component Soldiers with realistic expectations of their service and help them to be better prepared when they are called to deploy. The second recommendation is to reorganize the Title XI support to the Army Reserve by disestablishing the active Army’s training support structure and harvesting those positions into operational multicomponent units and embedded positions throughout the Army Reserve. The result would significantly increase the readiness of the Army Reserve and the development of a shared culture by moving personnel to where they can have the biggest impact on the unit while ensuring a cross pollination of both component’s cultures and experiences."--Abstract.

Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. The Army of soldiers, Active and Reserve, exists to play a key role in deterring aggression, and if that fails, to fight and win on the battlefield. This study starts with a look at the initiation of the Total Force policy and then on to the CAPSTONE program of today. The study then discusses statutes governing command and control issues. The essence of the study is a detailed analysis of a Reserve COSCOM comprising 247 subordinate units equally divided among the three Components. These units are located in 37 states, commanded by 15 state governors and 5 CONUSAs. The study focuses on the question, is the force structure conducive to training as the Army intends to fight? The conclusions are varied and among them are: wartime commanders are not assuming responsibility for their CAPSTONE units, peacetime requirements are distracting from wartime mission, and there are numerous unresolved training challenges. The study closes by recommending new peacetime command and control arrangements, increasing the involvement of the wartime chain of command, and the introduction of a new training initiative.

Book excerpt: The 30-year-old "Total Forces Policy" was designed to meet Cold War requirements; 10 years ago a total force policy remained important, but proved inadequate to meet the need for increased use of the reserve components (RC) in response to challenges posed by a smaller military, more diverse missions, and more frequent deployments. Since the mid-1990s, AC/RC integration programs and initiatives have successfully addressed many of the barriers to timely and effective mobilization and employment of a trained and ready reserve component. The current Army transformation, changing missions, and fiscal constraints will further redefine the role of the RC and the level of integration necessary to perform that role. The recommendations in this monograph suggest ways that the Army can ensure success in its future integration efforts, based on the transformation campaign plan; the evolution of the Army's vision of AC/RC integration; past and current efforts to achieve integration; accomplishments and failures of integration programs; and future integration issues for the transforming Army. These recommendations for supporting AC/RC integration during the transformation process and after the objective force is fielded follow four lines: (1) support and expand the most effective current programs while creating new programs; (2) avoid choosing roles and missions that segregate the force; (3) change the mobilization process to fit the transformed force; and (4) conduct periodic analyses to determine how the force is changing and the effects of that change on AC/RC integration. The most important of the specific recommendations are to (1) support the AC/RC Association Program and related activities, especially the Training Support XXI Program; (2) transform RC units, when possible, at the same time as their affiliated AC units are transformed; (3) support that portion of the Multivii component Units Program that research shows has an optimal chance of success and contributes to effective mission performance; (4) expand the Integrated Division Program; (5) in the context of mission specialization, avoid making any mission exclusively RC or AC when detrimental to the prestige or funding of a single component; (6) support Army Forces Command's changes to maximize the flexibility of the mobilization process; and (7) monitor the transformation process constantly for its impact on AC/RC integration and adjust as necessary to continue supporting an integrated Army.

It lends a critical eye to the Minuteman paradigm and proposed changes in the way the United States Army augments the active forces with reserve components and reconstitutes in the event of mobilization. A framework is set that accounts for the changing environment of future military operations. Regional contingencies which require rapid response, vice the global war and graduated response, provides a new and essential role for the reserve component. Specifically, the Individual Ready Reserve and the National Guard assets are explored and alternatives are examined which speed the process of integrating reserve component forces into a theater, while providing highly trained and motivated forces to the CINC.

Book excerpt: Because of its strong interest in providing airmen with the cross-cultural skills that have grown ever more essential to successful mission accomplishment in foreign environments, the Air Force asked RAND to provide a foundation for the design of a comprehensive Air Force program of cross-cultural training and education. RAND researchers responded by first creating a taxonomy covering all behaviors relevant to cross-cultural performance after the need for such a taxonomy became evident from a review of the literature on cross-cultural performance and discussions with Air Force personnel. From this taxonomy, the researchers developed a framework of 14 categories of cross-cultural behaviors--nine categories of enabling behaviors and five of goal-oriented behaviors. This framework was then used in designing a survey for 21,000 recently deployed airmen that asked them to rate the importance of the behaviors to their deployed performance and the helpfulness of training they had received in the behaviors (both over their careers and just prior to deployment). Respondents were also asked to indicate how much training they had received. Recommendations and suggestions for the design of a comprehensive program of cross-cultural training and education and for further research steps were made based on extensive analyses of the results, which included determining whether training needs differed by AFSC, grade (enlisted/officer), and deployment location.
