These multi-ethnic, multi-lingual, and multi-confessional formations contributed fundamentally to the political, economic, social, and cultural development of the Empire as well as to its gradual disintegration. Bringing together scholars from most Balkan countries, Christian Networks in the Ottoman Empire describes the variety of Orthodox Christian networks under Ottoman rule. The examples examined include commercial relations, intellectual networks, educational systems, religious dynamics, consular activities, and revolutionary movements, and involve Muslims and Christians, Romanians and Serbs, Bulgarians and Greeks, Albanians and Turks. The contributions show that the Christian populations and their elites were an integral part of Ottoman society. The geographical spread of the formal and informal networks enriches our understanding of the terms ‘center’ and ‘periphery.’ They were either centered within the official Ottoman borders and extended their activities to other states and empires, or vice versa, located elsewhere, but also active in the Ottoman Empire. A common feature of these formations is their constant fluctuation, which enables a dynamic understanding of Ottoman history.

In Uneven Centuries, Şevket Pamuk examines the economic growth and human development of Turkey over the past two hundred years. Taking a comparative global perspective, Pamuk investigates Turkey’s economic history through four periods: the open economy during the nineteenth-century Ottoman era, the transition from empire to nation-state that spanned the two world wars and the Great Depression, the continued protectionism and import-substituting industrialization after World War II, and the neoliberal policies and the opening of the economy after 1980. Making use of indices of GDP per capita, trade, wages, health, and education, Pamuk argues that Turkey’s long-term economic trends cannot be explained only by immediate causes such as economic policies, rates of investment, productivity growth, and structural change. Uneven Centuries offers a deeper analysis of the essential forces underlying Turkey’s development—its institutions and their evolution—to make better sense of the country’s unique history and to provide important insights into the patterns of growth in developing countries during the past two centuries.

Both provinces exhibited a strikingly cohesive history of modernisation, and as the Ottoman Empire began to recede, the education systems, taxation and bureaucracy which were left behind formed the foundation of administration in the Palestinian authority today. The reign of Sultan Abdulmecid I saw great changes in Palestine, in line with the Tanzimat reform programme. These changes included the monetisation of the economy, structural changes in land ownership, legal reform, moves towards Ottoman centralisation and the first European immigration to the area. Education was expanded to the lower classes, and Arab and Palestinian nationalism and Islamic movements began to stir by the end of the century as the first Zionist settlers arrived. At the heart of these radical shifts in thought and infrastructure were the new administrative centres established by the Ottomans during this period of re-organisation. Drawing extensively on official Ottoman records, Farid Al-Salim charts the transformation of one such centre, Tulkarm, from a small village in central Palestine to a seat of administrative reform in order to provide a new account of the forces behind the formation of modern Palestine.

Yet there must also be few Western minds that now know what this term refers to, or why it has any claim to attention. One present-day Middle East expert admits to having long interpreted the expression as a reference to Istambul's splendid natural harbor. This individual is probably not unique and could perhaps claim to be relatively well informed. When the Sublime Porte still existed, Westerners who spent time in Istanbul knew the term as a designation for the Ottoman government, but few knew why the name was used, or what aspect of the Ottoman government it properly designated. What was the real Sublime Porte? Was it an organization? A building? No more, literally, than a door or gateway? What about it was important enough to cause the name to be remembered? In one sense, the purpose of this book is to answer these questions. Of course, it will also do much more and will, in the process, move quickly onto a plane quite different from the exoticism just invoked. For to study the bureaucratic complex properly known as the Sublime Porte, and to analyze its evolution and that of the body of men who staffed it, is to explore a problem of tremendous significance for the development of the administrative institutions of the Ottoman Empire, the Islamic lands in general, and in some senses the entire non-Westerrn world.
