This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. Pour la première fois, l'Etat intervient dans la fixation des salaires et prépare les futures conventions collectives. La loi s'adresse à des ouvrières mal payées et qui travaillent dans de mauvaises conditions. Les nombreuses tentatives pour améliorer leur sort échouent. C'est devenu un problème social qui intéresse de nombreux groupes politiques, syndicats, intellectuels, religieux, entre 1880 et 1914. Le travail des femmes à domicile a été peu étudié depuis d'un siècle. Pourquoi une loi spécifique ? En effet, les femmes sont au coeur de ce livre et de la loi de 1915. De la proto-industrie au sweating-system et au travail en atelier, où situer le travail à domicile ? Il perdure malgré le développement de la grande industrie. Que font ces ouvrières, où sont-elles, combien sont-elles ? Pourquoi leur vie est-elle si sombre et comment travaillent-elles ? Cette loi de 1915 demeure assez timide. Elle instaure des comités de salaires et d'expertise qui fixent les salaires à la pièce, non au temps, et a bien du mal à se mettre en place. Les patrons ne sont guère enthousiastes, les ouvrières n'osent pas se plaindre de sa mauvaise application. Ce livre présente donc une loi dans son déroulement complet : causes et préparation, contenu et application pendant les 25 ans qui suivent son vote. Elle concerne une catégorie de travailleuses jusqu'ici oubliées du droit du travail. A-t-elle été efficace pour augmenter les salaires de ces femmes ? Aujourd'hui encore, les quelques milliers d'ouvrières à domicile ne sont-elles pas toujours "celles qu'on oublie" ?
