Book excerpt: Excerpt from Appendix to the Budget of the United States Government for the Fiscal Year Ending June 30, 1959: Detail of Personal Services This appendix to the budget of the United States con sists of schedules showing details of the personal services which are reflected in the budget. These schedules are furnished to the Congress in accordance with the provisions of section 204 of the Budget and Accounting Act, 1921 (31 U. S. O. Departmental (central office) and field employment are shown in separate sections of each schedule. Within each such section, positions of a permanent or indefinite dura tion are distinguished from other employment. Any posi tion is counted if it is occupied or will be occupied at any time during the year. Therefore, the number of posi tions shown may exceed the maximum number of positions at any one time, and nearly always exceeds the maximum number of employees at any one time, due to delays in filling vacancies, leave without pay, and similar factors.
