Book excerpt: This book presents several complex case studies related to water management and planning in the context of pollution, growing demands, and global climate change in Mexico, but which are also relevant for other countries in Latin America. These concerns are of critical importance for policymakers who are coping with multiple conflicting interests. Water availability in Mexico is polarized, with abundant rainfall and large rivers in the south, and desert-like conditions in the north. The central region, which is the most industrialized, is overpopulated. Mexico City pours millions of cubic meters of “blackwater” into the northern valley daily and receives its clean water from the south. To address these unsustainable conditions, the world's 4th biggest water treatment plant went into operation in 2018. The water infrastructure and governance must satisfy the demands of all sectors, including agricultural, urban, and economic activities. At the same time, water resources are affected by drought, and climate change puts constraints on the supply. As such, regulation and monitoring are important when it comes to adherence to agreed plans and priorities. The book is divided into four sections. 1: Water Availability discusses quantitative aspects, such as supply, methods of calculation, and fracking. 2: Water Quality highlights pollution risks and diagnosis of water resources. 3: Water Allocation examines the sectoral demands and vulnerability due to unsustainable irrigation. 4: Water Governance and Management focuses on laws, urban rules, national parks, planning, and integrated water resources management, among other topics. The chapters include illustrative case studies in Mexico, such as basins, cities, reservoirs, and aquifers, water supply demand assessment, planning, and management.

In the current climate of worldwide capitalist development, Latin America is caught between left-leaning proposals for progressive policies towards a more inclusive form of development, and the re-emergence of harsh austerity measures, neoliberal reforms and right-wing populism. Divided into two parts, this book first provides a retrospective analysis of the advance of resource-seeking ‘extractive’ capital across the continent since the 1990s. The second part goes on to focus on forward-looking challenges to neoliberal capitalist development, focusing in particular on the indigenous notion of buen vivir/vivir bien – the concept of ‘living well’ in social solidarity and harmony with nature. Drawing on cases in Mexico and Venezuela, the book argues that it will be through these new approaches to social change that we will move beyond development as we know it towards a more inclusive form of ‘postdevelopment’. It compares and empirically tests two perspectives for understanding national ethnic enumeration practices in a global context based on national census questionnaires and population registration forms for over 200 countries between 1990 to 2006. Next, the book explores enumeration and identity politics with chapters that cover the debate on ethnic and racial statistics in France, ethnic and linguistic categories in Québec, Brazilian ethnoracial classification and affirmative action policies and the Hispanic/Latino identity and the United States census. The third, and final, part of the book examines measurement issues and competing claims. It explores such issues as the complexity of measuring diversity using Malaysia as an example, social inequalities and indigenous populations in Mexico and the demographic explosion of aboriginal populations in Canada from 1986 to 2006. Book excerpt: This book explores the politics of fiscal authority, focusing on the centralization of taxation in Latin America during the twentieth century. The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.
