Wolfe transforms our understanding of Mexican agrarian reform through an environmental and technological history of water management in the emblematic Laguna region. Drawing on extensive archival research in Mexico and the United States, Wolfe shows how during the long Mexican Revolution (1910-1940) engineers’ distribution of water paradoxically undermined land distribution. In so doing, he highlights the intrinsic tension engineers faced between the urgent need for water conservation and the imperative for development during the contentious modernization of the Laguna's existing flood irrigation method into one regulated by high dams, concrete-lined canals, and motorized groundwater pumps. This tension generally resolved in favor of development, which unintentionally diminished and contaminated the water supply while deepening existing rural social inequalities by dividing people into water haves and have-nots, regardless of their access to land. By uncovering the varied motivations behind the Mexican government’s decision to use invasive and damaging technologies despite knowing they were ecologically unsustainable, Wolfe tells a cautionary tale of the long-term consequences of short-sighted development policies.

This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.

Northeast Mexico represents an important forest resource to satisfy the needs of the population in these areas. In order to harness these forest resources, technology for exploring these valuable resources must be developed. These technologies (with special reference to biology and wood technologies) are available in scattered form in a few books but there is no central, comprehensive source for practical forest scientists for adopting efficient forest management, practice, and exploration. This book deals with the characterization of the vegetation, morphology, phenological development, biomass production (leaf, litter, wood), and bioenergy of some timber-yielding species of Northeast Mexico, which will serve as a guide to study timber-yielding plants in the native vegetation of Tamaulipan thornscrub and experimental plantations. This includes morphology, vegetation cover, biomass production in terms of volume leaf biomass, litter, and volume of fire wood and timber. Special emphasis is given to the estimation of bioenergy products and chemical composition (Ph, extractable lignin, and inorganic elements). Large variations exist in vegetation cover, morphology, phenological development, biomass production of leaf and litter, volume of wood and various variable of bioenergy products among the selected species. The maximum production was found in summer and the volume of the harvestable timber was obtained in experimental plantations. This book, therefore, will serve as a practical handbook to characterize timber-yielding plants, which will help to efficiently manage forestry resources.

Book excerpt: Latin America is a megadiverse territory hosting several hotspots of plant diversity and many types of forest biomes, ecosystems and climate types, from tropical rainforest to semi-arid woodlands. This combination of diverse forests and climates generates multiple responses to ecological changes affecting the structure and functioning of forest ecosystems. Recently, there have been major efforts to improve our understanding of such impacts on ecosystems processes. However, there is a dearth of studies focused on Latin-American forest ecosystems that could provide novel insights into the patterns and mechanisms of ecological processes in response to environmental stress. The abundance of “New World” tree species with dendrochronological potential constitutes an ideal opportunity to improve the ecological state of knowledge regarding these diverse forest types, which are often threatened by several impacts such as logging or conversion to agricultural lands. Thus, detailed information on the dendroecology of these species will improve our understanding of forests in the face of global change. Accordingly, this book identifies numerous relevant ecological processes and scales, ranging from tree species to populations and communities, and from both dendrochronological and dendroecological perspectives. It offers a valuable reference guide for the exploration of long-term ecological interactions between trees and their environmental conditions, and will foster further research and international projects on the continent and elsewhere.

Book excerpt: Between 1992 and 2005, Chihuahua's Río Conchos outflows were at less than 10 percent of their historical average, prompting a highly public dispute with the U.S. over water quantity under terms of the 1944 U.S.-Mexico Water Treaty. Still, Mexico made a number of water "payments" and achieved an eventual resolution of the dispute. The resolution focused on a number of steps, including investing over $140 million in irrigation district water conservation projects in the Río Conchos, which has historically provided two-thirds of the Río Grande's water below Fort Quitman. Utilizing a case study approach rooted in political and cultural ecology, the research examines the factors -- from drought to land use change-- purported by different interest groups as contributing to the transboundary Texas-Mexico water dispute and finds at least three major "narratives" emerged in the period to explain the low flows, including drought, dam management and agricultural expansion and land use changes. The dissertation shows, however, that the reduced outflows and reductions in "dam" water to farmers was just one factor in a changing agricultural context in which new land tenure rules, decentralization of water management and the enactment of a more open economic framework precipitated resource use changes within the agricultural areas. In addition, the dissertation examines water and land resource use, including conservation projects, in three specific agricultural areas, and finds significant transformations in markets, policies and climate. Farmers were not just passive victims of reduced water use, the curtailment of government programs, and "privatization" of land and water resources, but adopted alternative water source strategies, began to examine more "conservationist-minded" agricultural practices and shifted cultivation to higher yield crops. Still, many farmers chose to abandon agriculture altogether, as there was some consolidation of resources among wealthier farmers. The "transnationalization" of the Río Conchos which has resulted from the new focus on its water users may influence local decision-making, but the research contends that resource management decisions in the Río Conchos Watershed are influenced and determined by local practices and environments as well as by economic and legal changes brought about by Mexico's inclusion into a globalized economy.
