Book excerpt: It is proposed in this book to present in as orderly an arrangement as the necessarily diffused nature of the subject admits, certain speculations about the trend of present forces, speculations which, taken all together, will build up an imperfect and very hypothetical, but sincerely intended forecast of the way things will probably go in this new century. Necessarily diffidence will be one of the graces of the performance. Hitherto such forecasts have been presented almost invariably in the form of fiction, and commonly the provocation of the satirical opportunity has been too much for the writer; the narrative form becomes more and more of a nuisance as the speculative inductions become sincerer, and here it will be abandoned altogether in favour of a texture of frank inquiries and arranged considerations. Our utmost aim is a rough sketch of the coming time, a prospectus, as it were, of the joint undertaking of mankind in facing these impending years. The reader is a prospective shareholder-he and his heirs-though whether he will find this anticipatory balance-sheet to his belief or liking is another matter. For reasons that will develop themselves more clearly as these papers unfold, it is extremely convenient to begin with a speculation upon the probable developments and changes of the means of land locomotion during the coming decades.

However, states face a variety of threats that cross and challenge their geographical and conceptual boundaries. Transnational violent actors that transcend these boundaries also defy the state’s claims to political authority and legitimacy. Mark Shirk examines historical and contemporary state responses to transnational violence to develop a new account of the making of global orders. He considers a series of crises that plagued the state system in different eras: golden-age piracy in the eighteenth century, anarchist “propagandists of the deed” at the turn of the twentieth, and al-Qaeda in recent years. Shirk argues that states redraw conceptual boundaries, such as between “international” and “domestic,” to make sense of and defeat transnational threats. In response to forms of political violence that challenged boundaries, states developed creative responses that included new forms of control, surveillance, and rights. As a result, these responses gradually made and transformed the state and global order. Shirk draws on extensive archival research and interviews with policy makers and experts, and he explores the implications for understandings of state formation. Those drawings made for his companion Amy Catherine Robbins, which he called "picshuas," allowed him a vehicle for his nuanced self-expression and satire. Gene K. Rinkel and Margaret E. Rinkel's The Picshuas of H. G. Wells interprets these highly original cartoons through an analysis of their peculiar content and style based on Wells's life and writings. The picshuas are perhaps the best demonstration of Wells's piquant sense of humor. They provide intriguing snapshots of Wells's robust private life and convey his opinions about other writers and public figures as well as himself, whose rotund cartoon figure he sometimes lampooned as "the Great Author." Using a narrative style of creative nonfiction, The Picshuas of H. G.
