Book excerpt: The methods currently used by agencies such as the National Aeronautics and Space Administration (NASA) for predicting solar activity remain inaccurate for uses other than bounding probable maximum and minimum trends for each solar cycle. Specifically for the International Space Station (ISS), these inaccuracies are the number one contributor in errors when estimating propellant consumption. Between the maximum and minimum predictions, the projected ISS propellant requirement and budget may vary by billions of dollars over the course of a single solar cycle. In this paper, some of the strengths and weaknesses of the current standard solar model are discussed, as well as, some possible improvements being developed. The impacts of solar activity to satellites in higher orbits, such as GPS constellations, are explored, and the influences of solar cycle activity on propellant costs for the ISS are calculated. The potential reduction in uncertainty is also quantified for propellant estimates for the upcoming Solar Cycle #25 should a more accurate method for predicting solar activity be developed. An ISS altitude strategy optimization concept is also explored.
