Rather, it goes beyond the aims of an index of best practices. It is intended, instead, as an empirical base for a critical and theoretical engagement with the problematic of development, social inclusion, public investment, (in)formal settlement, civil society and the public sphere. Book excerpt: Launched in 2004, the Latin American regional institution of ALBA (Alianza Bolivariana para los Pueblos de Nuestra América: Bolivarian Alliance for the Peoples of Our America) sought to overcome the historical legacies of neocolonial domination by consecrating the values of cooperation, inclusive development, and popular power. As part of a region-wide effort among states and social movements to break out of the the destructive effects of capitalist agriculture, the elevation of food sovereignty—based on the protection of rural livelihoods, land redistribution, and sustainable agricultural production (agroecology)—became a cornerstone of ALBA’s development policy. And yet, these regional aspirations barely saw the light of day, while Venezuela (the beating heart of ALBA) experienced the worst food crisis in its history. How did this come to pass? Based on extensive fieldwork in Venezuela, where the majority of ALBA’s food policies reside, Cultivating Socialism provides the first in-depth study of the ways in which peasants, workers, and states working through ALBA attempted to redress the inequities of commercial agriculture and the limits and contradictions encountered on the road to a regional food sovereignty regime. With his analysis of the politics of food sovereignty within ALBA, Rowan Lubbock offers important lessons about how we might think about emancipatory politics today and in the future.

Book excerpt: This book provides the first comprehensive analysis of an epochal shift in global order – the fact that global-south countries have taken up leadership roles in peacekeeping missions, humanitarian interventions, and transnational military industries: Brazil has taken charge of the UN military mission in Haiti; Nigeria has deployed peacekeeping troops throughout West Africa; Indonesians have assumed crucial roles in UN Afghanistan operations; Fijians, South Africans, and Chileans have became essential actors in global mercenary firms; Venezuela and its Bolivarian allies have established a framework for "revolutionary" humanitarian interventions; and Turkey, India, Kenya, and Egypt are asserting themselves in bold new ways on the global stage. In this context, this collection sheds critical light on intersections between imperialism and humanitarianism, between neoliberal globalization and "rescue industry" transnationalism, and between patterns of geopolitical hegemony and trajectories of peacekeeping internationalism. These case studies are grouped into three clusters (I) Globalizing Peacekeeper Identities, (II) Assertive "Regional Internationalisms," and (III) Emergent Alternative Paradigms. Together, these articulate a new research agenda and offer significant contributions to fields of global studies, transnational gender and race studies, critical security studies and peace studies, comparative politics, police and military sociology, Third World diplomatic history, and international relations. Human security and national security are often regarded as competing and mutually antagonistic; the former was proposed and has been operationalised in ways which represent a paradigm shift away from state-centric approaches and the dominance of national-security perspectives. This has led to human security being associated with a broadening of the security agenda to encompass not only physical security, the use of force and military capabilities, but also the provision of material well-being and dignity to vulnerable communities. This edited volume seeks to identify key concepts and themes in the national discourse of several European countries, addressing security at a meta-narrative and conceptual level, illustrating the changes taking place in approaches to security, and in particular, mapping moves away from a paradigm of 'national security' to one which might be called 'human security'.
