Book excerpt: Reducing poverty in any individual country is increasingly intertwined with making progress on shared global challenges fostering global public goods (GPGs) such as climate protection and communicable disease control. This year's Annual Review of Development Effectiveness (ARDE) tracks Bank performance in part one and examines the Bank's work in fostering GPGs in part two. Development outcomes from Bank lending have improved over the medium term. But in FY07 over-optimism in the Bank's ongoing assessment of project performance rose sharply, while the share of projects rated moderately satisfactory or better dropped to 76 percent from 83 percent a year earlier. Vigilance is needed to identify problem projects in real-time and ensure that the FY07 drop in performance does not foreshadow a persistent decline. Practical steps can be taken to better use monitoring and evaluation (M&E) in projects and programs, including proper baseline information and clearer links between outputs and outcomes. The Bank's country-based model has worked relatively well in fostering global public goods when national and global interests dovetail and grants support country investments. But the greatest challenges, such as climate change, arise where local, national and global benefits actual or perceived diverge significantly. Here the country model comes under considerable strain. To more effectively bridge the gap between global needs and country concerns, the Bank should consider: creating dedicated budgets and better incentives for country teams to work on GPGs; better deploying its global knowledge networks; and more powerfully using its standing to give greater voice to developing countries in the governance of global programs.

Book excerpt: This is the sixth annual review which assesses the effectiveness of World Bank programmes in helping to achieve the Millennium Development Goals (MDGs) and related targets designed to address global poverty. This year's review finds that the organisation's programmes are consistent with MDG themes, but can be greatly enhanced by defining quantified, time-bound targets for poverty reduction and other development outcomes. Areas needing further attention include: helping clients to monitor and evaluate development outcomes, working to establish cross-sectoral strategies, and clarifying the role and objectives of itself and other partners. Above all, the World Bank needs to fully assess MDG implications at the corporate, country sector and global levels and to address the implications in its use of lending and administrative resources.

A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank s involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects those managed by sectors other than environment lack reporting of environmental outcomes.

Book excerpt: The 2012 Development Effectiveness Review (DEfR) is the sixth annual corporate performance report of the Asian Development Bank (ADB). The review found that the development effectiveness review process introduced in 2008 has successfully propagated a results culture across ADB. This has led to improved performance in most areas of the results framework measuring ADB’s operational and organizational effectiveness. As a result, ADB has been able to meet an increasing proportion of its targets. It has also expanded ADB’s contributions to development outcomes in the region. Compared with 2008, the report's findings include: ADB operations are more focused on Strategy 2020 priorities, including gender mainstreaming; the quality at entry (QAE) of country partnership strategies and sovereign operations is consistently high and the QAE of nonsovereign operations has improved significantly; project start-up is more efficient; cofinancing has increased considerably; ADB coordinates more closely with other development partners and shares knowledge more effectively; ADB has more staff to support operations, and almost half of them work in resident missions to increase responsiveness to clients; resident missions are more empowered; ADB staff are more engaged and motivated; and the gender balance at ADB has improved significantly. The DEfR also highlighted areas requiring further improvement. Actions to strengthen project readiness and implementation supervision need reinforcing to raise project success and outcome achievement rates—two of the areas where performance improved but targets were not reached.

Book excerpt: The 2008 World Bank project performance data shows improvement in achieving development outcomes, allaying concerns that the weakened 2007 performance could signal a new downward trend. The decline in performance in 2007 was modest, and it has rebounded in 2008. Bank performance is rated on a six-point scale, from highly satisfactory to highly unsatisfactory. The percentage of satisfactory projects increased in 2008, continuing a steady upward trend over the past 15 years. Analysis of the dates of the major turnarounds in project performance suggests that a combination of better Bank sector policies and improved country circumstances outside of Bank control may explain much of the turnaround, rather than internal administrative reforms at the Bank, although the latter may have facilitated improvement already underway. The 2009 Management Action Record (MAR) tracks Bank adoption of recent Independent Evaluation Group (IEG) recommendations and shows that adoption levels are declining. IEG is currently examining ways to improve the MAR to create a more effective product for tracking implementation of recommendations and identify reasons for the trend decline. Although part of this may be attributed to the shifting nature of development assistance, not all of it is. An assessment of the use of cost-benefit tools in environmental projects largely confirms this conclusion. This issue will be taken up in greater detail in an IEG special report in FY2010.
