Book excerpt: Excerpt from Annual Report of the Superintendent of Streets, for the Year 1889 It was with a view to laying better pavements, as well as for other obvious reasons, that the Superintendent sent in his estimates for the year's work at the necessary figure of of which sum the City Council allowed him but which was about less than the amount he had asked for to keep the highways simply in repair. To even the ordinary citizen it must be very apparent, that expensive and extensive Work was not to be thought of under the circumstances. The question of better pavements must, nevertheless, be met - the sooner, the better for the city. Travel has in creased amazingly, and our ordinary side streets, even, show unusual wear and tear. The merchant is clamoring for re lief from the rough and dangerous cobblestone, and prays for the substitution of the square-block pavement. Such ave nues of travel, as Warren street, Dudley street, Blue Hill avenue, Dorchester avenue, Centre street and Huntington avenue, and every macadamized street, through which the horse-cars run, should be paved with granite blocks. The Street Department should be treated consistently with these views; for, unless it receives appropriations commensurate with its vast and increasing needs, the streets of our great and growing city will cease to be pointed to with public pride. The work of the department during the past year has been carried on under the same organization that was effected when the consolidated department was created in 1891, with the exception that, as recommended in the last report of the department, a Street-Watering Division has been established, and the work of street watering, formerly carried on by the Paving Division, with a foreman in charge, now devolves upon the Deputy Superintendent of this division. By the provisions of Chapter 449 of the Acts of 1895, the Ferry Department, on July 1, 1895, became a part of the Street Department, and was on that date organized as the Ferry Division. The several divisions of the department are as follows: The Central Office, Bridge Division, Boston and Cambridge Bridges, Ferry Division, Paving Division, Sanitary Division, Sewer Division, Street-Cleaning Division, Street-Watering Division. Each of the above divisions, with the exception of the Central Office Division and the Boston and Cambridge Bridges, is in charge of a Deputy Superintendent. These answer perfectly the purpose of classified storage for which they were designed. But they cover a great area, and to make their contents immediately and surely available a key was needed. This was provided in a library exclusively of public documents, to contain one copy of every publication of the Government of which any dupli cates were in my possession. When this library has been properly classified and catalogued, its shelves will unlock the treasures of the public documents and make all their contents immediately and prac tically available for the uses of the officers of the Government and the public at large.
