Book excerpt: Excerpt from Annual Report of the Board of Education, 1854 As required by the Act of 1837, c. 241, the Board of Education proceed, in this their Seventeenth Annual Report, to lay before the Legislature the record of their operations and observations during the past year. The Board continue to find cause of congratulation in the steady progress of improvement manifest in our system and practice of Common School Education. This progress evinces the growing appreciation of the importance of the system, and the unabated attachment of the people to this safeguard of their civil and religious institutions. The education of all the children of the State at the public expense, is the leading idea of our Common School system. The Board perceive no symptoms of distrust or of diminished zeal in carrying forward this necessary work - the education of the whole people. Failure or faltering here would be an alarming sign of the decay of the vita! energy of the Commonwealth. The work; though advanced from its condition in former years, still needs the combined force of wisdom and energy to carry it on. Even in Massachusetts, twenty thousand adult persons are found unable to read and write. Of these, eighteen hundred are Americans; many of the remainder are newly arrived immigrants. Though these constitute but a fiftieth part of the whole population, yet the existence of such a mass of ignorance, showing us where the great danger to our free institutions lies, calls for wise and earnest measures for its removal. Book excerpt: Excerpt from The Report of the Annual Examination of the Public Schools of the City of Boston: 1854 In regard to the text-books at present in use in the schools, your Committee believe that some improve ments might be made, and they would recommend the subject to the particular attention of the Board. We have some books in daily use which, if they had been more carefully examined, would never have been introduced into the schools, and others which ought to be superceded by better books on the same subject, which have been since published. We would not, however, recommend any extensive and sudden changes without due deliberation, and the certainty that the change proposed would be an improvement.' Without dwelling too much on the details of this subject, we may refer to the text-books in reading and arithmetic as particularly requiring notice. The reading books for the higher classes have the merits of good judgment and taste in the selections, and they are perhaps equal to any that have been pre pared for the purpose. All of those used by the younger classes, however, cannot be spoken of in the same terms of praise, and some of them are quite unworthy of a place in our schools. Some of these contain pieces which are beyond the reach of the understanding of the pupils by whom they are intended to be read, with others which are trivial both in style and matter, and in some instances, not written with due regard to the rules of grammatical construction. A good reading book for any class should contain selections from the best writers in the language, pre pared with a reference to the cultivation of the taste, and the education of the intellect, at the same time that they serve as exercises in reading. It requires the same judgment and discrimination to compile books for the younger pupils as for those of a more advanced age. Our language has many classical authors, of cor rect taste, and pure and simple style, selections from whose writings would be quite appropriate for the youngest classes, as well as for older pupils. The past year has been one of prosperity and advancement in the educational interests of the State. The Teachers' Institutes, under the efficient management of the Secretary and the Agent of the Board, have been well attended and successful. The quality of teaching is steadily improving, by reason of the employment of an increasing number of graduates Of our Normal Schools and higher institutions Of learning, and the general direct ing of attention, by means of institutes and educational publica tions and otherwise, to the subject of improved methods of instruo tion.' But there is still too much mere routine work on the part of teachers, and servile, unintelligent memorizing on the part of scholars less of words, and more of thought, is the essence of all improved systems of education. An important step of progress in our system of public education has been marked by the general introduction of drawing into our schools, and the establishment in the larger towns and cities of special classes for instruction in mechanical drawing, in pursuance of the Act passed at the last session of the legislature.
