As most readers of this Report know, a marked feature of our policy for the last fifteen years has been the allocation of financial grants to societies and institutions engaged in valuable work in different parts of the country but in need of regular financial support. This policy led to the formation of collecting agreements with local societies, under a Unification Scheme, approved by the Advisory Committee to the Ministry of Health, by which the results of one appeal In a specified area are allocated in agreed proportion to local and national work. In some areas, the local society is responsible for collecting; in others, the collecting is managed by the Institute; but in either case the result is an equable distribution to local and national work for the blind of the fruits of public generosity.
