This has provided a timely opportunity to not only critically reflect upon its introduction in 1988 and its operation in the past two decades, but also to place it within its historical context. There is a particular need to engage with the argument that was made in the 1980s that relieving need by way of loan was new in social security policy. In this groundbreaking study, Chris Grover provides the reader with evidence that this is not the case by locating Social Fund loans in a lengthy history of debate about, and practice in, loaning poor relief and social security. Using primary data hitherto unused in social policy research, Grover shows that there is a long history embedded in British systems of poor relief of authorities having the power to loan applicants either cash that had to be repaid or providing food and items, the value of which then had to be repaid. Understanding this history will give a greater depth to our understanding of the state's purposes in relieving the financial needs of the poorest people as well as to our knowledge of contemporary social security policy.

The law and structures of social security are highly complex, made more so by constant adjustments as government pursues its often conflicting economic, political and social policy objectives. This complexity is highly problematic. It contributes to errors in decision-making and to increased administrative costs and is seen as disempowering for citizens, thereby weakening enjoyment of a key social right. Current and previous administrations have committed to simplifying the benefits system. It is a specific objective of the Welfare Reform Act 2012, which provides for the introduction of Universal Credit in place of diverse benefits. However, it is unclear whether the reformed system will be either less complex legally or more accessible for citizens. This book seeks to explain how and why complexity in the modern welfare system has grown; to identify the different ways in which legal and associated administrative arrangements are classifiable as 'complex'; to discuss the effects of complexity on the system's administration and its wider implications for rights and the citizen-state relationship; and to consider the role that law can play in the simplification of schemes of welfare. In Australia, which serves as the empirical focus of this book, these strategies include stringent ID checks, pre-emptive data surveillance technologies including the infamous and illegal ‘robodebt’ programme, a dedicated fraud hotline and an ‘intelligence-led’ fraud investigation framework. Drawing on original documentary and interview data, including interviews with fraud investigators, this book unpacks the logics that underpin these anti-fraud initiatives with a focus on how these initiatives are imbued with logics and practices more readily associated with the criminal justice system. The central argument of the book is that the emergence of contemporary welfare compliance regimes represents a form of ‘governing through fraud’ in which the threat of welfare fraud has effectively necessitated a regime of criminalisation within the welfare state. This has been enabled by a broader process of neoliberal welfare reform, which has cast suspicion over all welfare use. The overall effect of this regime is to restrict access to social security, punish welfare recipients and stigmatise welfare use. Policing Welfare Fraud also highlights points of contradiction and multiplicity in the enactment of specific welfare compliance initiatives, including attempts by welfare officials to moderate or reformulate these strategies ‘on the ground’. These findings demonstrate that the criminalisation of welfare is neither uniform nor inexorable, and that more progressive welfare reform is possible. An accessible and compelling read, this book will appeal to students and scholars of criminology, sociology, politics and those interested in the policing of welfare recipients.

Book excerpt: The proposed regulations would reduce the time for claiming Pension Credit and Housing Benefit/Council Tax Benefit for those who have attained the qualifying age for Pension Credit, from 12 to 3 months, and reduce the period for which claims to Housing Benefit and Council Tax Benefit (HB/CTB) for customers of working age may be backdated, from 52 weeks to 3 months. The regulations also proposed to extend the period for which Pension Credit customers may retain entitlement whilst temporarily absent from Great Britain from 4 to 13 weeks. The Department for Work and Pensions aims to save £260 million by these changes, and to make the administration of the benefits more efficient. The Committee broadly welcomes the changes to the rules on temporary absence abroad, but is not convinced of the case to generate savings by reducing entitlement to HB and CTB and Pension Credit for some of the Department's most vulnerable and excluded customers. The changes will increase indebtedness and evictions, and the Committee believes the economic cost of increased possession proceedings (including the costs of re-housing and other services) have not been factored into the Department's calculations.
