Book excerpt: When public trust in the police is tested by complaints of negligence, misconduct and corruption, a strong watchdog is vital to get to the truth: but the IPCC leaves the public frustrated and faithless. The public are bewildered by its continued reliance on the very forces it is investigating. The IPCC investigated just a handful of cases and often arrived at the scene late, when the trail had gone cold. Serious cases involving police corruption or misconduct are left underinvestigated, while the Commission devotes resources to less serious complaints. It is woefully underequipped to supervise the 43 forces of England and Wales, never mind the UKBA, HMRC, NCA and all the private sector agencies involved in policing. It is buried under the weight of poor police investigations and bound by its limited powers. Book excerpt: This book, the first of a two volume study, provides an historical account of complaints against Metropolitan police officers between formation of the force in 1829 and codification of remedies for misconduct under the Police Act 1964. A complainant centred standpoint is developed to counteract the marginalization of the interests of victims, which is held to demonstrate that the drive for effective and efficient law enforcement has overshadowed the public interest in holding officers to account for misconduct. After officer accountability before the criminal courts diminished in the nineteenth century, missed opportunities to reform complaints procedures following commissions of inquiry in 1906-08, 1928 and 1960-62 are discussed. The second volume of the study, Combating Impunity: Complaints Against Metropolitan Police, 1964-2021, will examine the part played by complainants and civil society organisations in combating police impunity in the citizen oversight era.

Book excerpt: Despite an ever-increasing workload the IPCC does little to prevent complaints against police behaviour in the first instance by improving forces' complaints procedures, and despite a budget of £35 million per annum the organisation lacks clear measures of success. Despite the IPCC possessing staff of around 400 people, the vast majority of complaints against police behaviour are investigated by the force concerned. Of the 30,000-plus complaints against police behaviour last year less than 250 were directly managed by the IPCC which represents less than 10 per cent of "serious" complaints. In 99 cases out of 100, and despite the existence of an independent, statutory body, complaints made against police behaviour will be investigated by the police. The Committee also raised concerns at the use of ex-police officers within the IPCC, these officers can often end up investigating possible ex-colleagues in their former force. The Home Affairs Committee is convinced that the police should be placing a much greater onus on resolving complaints in an open, transparent and satisfactory manner themselves and calls upon the IPCC to produce a detailed plan of how the Commission, working with bodies such as HMIC and NPIA, will improve police performance in this area.

Its roots lie with the transatlantic slave trade and slavery and the solution involves ridding society of the problem. It is argued here that, first, there needs to be an acceptance of its existence, then developing the tools needed to deal with it and, finally, to implement those tools so that institutional racism can be permanently removed from society. The book has four themes: the first considers the nature of institutional racism, the second theme looks at instances of institutional racism through matters such as deaths in custody and skin lightening, the third considers the concept of reparations and the final area looks at the development of social movements as a way of pushing institutional racism up the political agenda. The development of a social movement is part of a social discourse which would, for example, push mentoring as a form of reparations. There is a need for more research on the manifestations of institutional racism and this book is part of that discourse. It is argued that the legacy of the slave trade and slavery is continuing and contemporary through the presence of institutional racism in society. This problem has not been addressed through legislation and policies devised to combat racial discrimination. Institutional racism needs to be understood as being located in the processes and procedures of societal institutions.

Book excerpt: The delegation of functions and responsibilities to quasi-autonomous bodies operating with a significant degree of autonomy arguably empowers governments to address a wide range of social issues simultaneously without having to be involved with the minutiae of day-to-day socio-political interactions. Delegation therefore provides a structural and esoteric capacity beyond the cognitive and physical limits of politicians. There is nothing wrong with delegation as such. The problem relates to the failure to manage delegation in Britain. And yet we actually know very little about how the state beyond the core actually operates, how many bodies exist, what they do, how they are recruited, or why they were created. These gaps in our knowledge are all the more problematic in light of recent pronouncements by politicians at the national and European levels that 'depoliticisation' is a central strand of their approach to governing. This book seeks to fill these gaps in our knowledge while at the same time cultivating a more balanced or sophisticated approach to the study of delegation. Delegated public bodies as they have been used as a tool of governance in the past should not be confused with how they might be used in the future. This book draws upon research conducted within the very core of the British political system during a Whitehall Fellowship within the Cabinet Office. It argues that the British state is 'walking without order' due to a general acceptance of the logic of delegation without any detailed or principled consideration of the administrative of democratic consequences of this process. In order to underline and develop this argument this books analyses the history of delegated governance in Britain before mapping out the topography of the state beyond the core. Delineating the contours of the state in this way, as well as drawing on theoretical models and insights that have been developed in not only other disciplines but also in relation to other governance frameworks, provides new perspectives on perennial themes and issues. It also raises new questions about the role of the state, the capacity for collective action, the need to reflect on the logic of delegation vis-à-vis specific models or forms of democracy, and the need to politicize the logic of delegation by locating it back within the sphere of public contestation. As such the research presented in this book and the conceptual framework it develops will be of interest to scholars, practitioners and politicians around the world with an interest in multi-level governance, public policy, and democratic design.
