Book excerpt: The ANCOLD Guideline brings together improved appraisals of the earthquake loadings that a dam may suffer and then describes appropriate methods for analysis and evaluation. Whilst specific to the Australian considerations the majority of this guideline could be applied to dam structures throughout the world. The ICOLD Bulletins No 46. (1983), No 62. (1988) and No 72. (1989) are parallel documents in this regard, although not including recent advances. This guideline is not a design code, and dam designers must continue to apply their own considerations, judgements and professional skills when designing dams to resist earthquakes. As time goes on there will no doubt be improved data and design tools to help the designer and it is intended that this guideline will be updated as circumstances dictate. ANCOLD welcomes contributions to discussion on this guideline which will assist with future revisions.

This position paper deals with the seismic safety of large dams, based on experiences with large earthquakes in Japan (Tohoku earthquake, 2011, Richter magnitude 9.0), in China (Wenchuan earthquake, 2008, Richter magnitude 8.0) and in Chile (Maule earthquake, 2010, Richter magnitude 8.8). It presents ways to prevent key aspects of large dam failure under severe seismic conditions with a focus on design instead of on earthquake prediction. This is done by considering the prevention of uncontrolled rapid release of water of a storage dam under full reservoir conditions in relation to expected seismic conditions. This position paper is composed by the Committee on Seismic Aspects of Dam Design of The International Committee of Large Dams. Les tremblements de terre ont toujours été un aspect important de la conception et de la sécurité des barrages. Ce document de synthèse traite de la sécurité sismique des grands barrages, en se fondant sur l’expérience acquise lors de grands séismes au Japon (séisme de Tohoku, 2011, magnitude 9,0 sur l’échelle de Richter), en Chine (séisme de Wenchuan, 2008, magnitude 8,0 sur l’échelle de Richter) et au Chili (séisme de Maule, 2010, magnitude 8,8 sur l’échelle de Richter). Il présente des moyens de prévenir les aspects clés de la défaillance des grands barrages dans des conditions sismiques sévères en mettant l’accent sur la conception plutôt que sur la prévision des séismes. Pour ce faire, on examine la prévention d’une libération rapide et incontrôlée de l’eau d’un barrage de stockage dans des conditions de réservoir plein par rapport aux conditions sismiques prévues. Cet argumentaire est composé par le Comité sur les Aspects Sismiques des Projets de Barrages de la Commission Internationale des Grands Barrages.

Book excerpt: In April 1977, President Carter issued a memorandum directing the review of federal dam safety activities by an ad hoc panel of recognized experts. In June 1979, the ad hoc interagency committee on dam safety (ICODS) issued its report, which contained the first guidelines for federal agency dam owners. The Federal Guidelines for Dam Safety (Guidelines) encourage strict safety standards in the practices and procedures employed by the federal agencies or required of dam owners regulated by the federal agencies. The Guidelines address management practices and procedures but do not attempt to establish technical standards. They provide the most complete and authoritative statement available of the desired management practices for promoting dam safety and the welfare of the public. To supplement the Guidelines, ICODS prepared and approved federal guidelines in the areas of emergency action planning; earthquake analysis and design of dams; selecting and accommodating inflow design floods for dams; and glossary of terms. These publications, based on the most current knowledge and experience available, provided authoritative statements on the state of the art for these important technical areas involving dam safety. In 1994, the ICODS Subcommittee to Review/Update Federal Guidelines began an update to these guidelines to meet the new dam safety challenges and to ensure consistency across agencies and users. In addition, the ICODS Subcommittee on Federal/Non-Federal Coordination developed a new guideline on hazard potential classification systems for dams. With the passage of the National Dam Safety Program Act of 1996, Public Law 104-303, ICODS and its Subcommittees were reorganized to reflect the objectives and requirements of Public Law 104-303. In 1998, the newly convened Guidelines Development Subcommittee completed work on the update of the following guidelines: Federal Guidelines for Dam Safety: Emergency Action Planning for Dam Owners, FEMA 64, October 1998, reprinted April 2004; Federal Guidelines for Dam Safety: Selecting and Accommodating Inflow Design Floods for Dams, FEMA 94, October 1998, reprinted April 2004; Federal Guidelines for Dam Safety: Hazard Potential Classification Systems for Dams, FEMA 333, October 1998, reprinted April 2004. With the amendment of the Act into the National Dam Safety and Security Act of 2002, Public Law 107-310, former ICODS Subcommittees were reorganized under the National Dam Safety Review Board (NDSRB). In 2004, two task groups finalized the ongoing work of the previous Subcommittee on the update of the following guidelines: Federal Guidelines for Dam Safety: Glossary of Terms, FEMA 148, printed April 2004; Federal Guidelines for Dam Safety: Earthquake Analyses and Design of Dams, FEMA 65, printed May 2005. The publication of these guidelines marks the final step in the review and update process. In recognition of the continuing need to enhance dam safety through coordination and information exchange amongst federal and state agencies, the NDSRB will assume responsibility for maintaining these documents and establishing additional guidelines that will help achieve the objectives of the National Dam Safety Program. The NDSRB has established a task group and work is currently underway to prepare an update to the ground motions portion of this document with new research and methodologies.

Book excerpt: Within about ten years of the 1991 edition of the ANCOLD Guidelines on Design Criteria for Concrete Gravity Dams being published the Limit State design approach it proposed fell out of favour with Australian dam engineers. The ANCOLD Executive recognised this situation and resolved that the Guidelines be revised to reflect the preferred design approach amongst Australian dam engineers. A Working Group and a separate Expert Review Panel were formed in 2005 to review the Guidelines with the intention of preparing a document that was not only more in line with the current thinking but would also be widely adopted and used by practicing dam engineers. It has not been an easy task for the Working Group and the Expert Review Panel. Although the working stress method, with associated Factors of Safety, approach was agreed amongst the team, it took considerable time and effort to reach consensus on the details, in particular chapters four through to six. The issue that took most effort to resolve was how the Factors of Safety relate to the level of certainty of the inputs, including knowledge of the foundations, loads, strength of materials and assumed mechanically feasible failure surfaces. The notes to Table 6.4.1 and the discussion in Appendix A highlight this issue. One thing the drafting team agreed on early, and unanimously, was the importance of the concrete gravity dam design team having a thorough understanding of the foundation conditions, the development of a detailed geological model of the foundations and an understanding of the kinematically feasible failure mechanisms. In keeping with this principle, this revision of the guidelines has the section on foundations at the front of the document. There is a strong recommendation that the design team has expertise covering foundation geology and rock mechanics as well as the dam engineer. These Guidelines provide a basis for design of concrete gravity dams in most situations. However, they require that the user will be a professional dam engineer with significant experience who is able to use sound engineering judgement in the application of the guidelines. It is recommended that less experienced dam engineers using these guidelines do so under the advice and guidance of an experienced dam engineer. It is the dam engineer who is responsible for the design.
