Book excerpt: The shift in the framework of Australia’s strategic thinking from the Asia-Pacific to the Indo-Pacific reflects the primary focus on the maritime environment in the coming decades and the expectation that over time India will become more embedded in the strategic dynamics of the Asia-Pacific. India is in the midst of a major geopolitical repositioning, as it pursues a hard-headed national interests-based policy and builds stronger strategic ties with a wide range of countries including the United States and its allies in the region. The region is entering a potentially dangerous phase in U.S.–China relations. China’s rise needs to be managed not frustrated; balanced not contained. Constructing that balance and anchoring China in a new multi-polar strategic equilibrium in the Indo-Pacific is the big challenge of our time. More and more individual Southeast Asian countries are being pulled into China’s orbit: not with enthusiasm or conviction but because they see that the economic cost of opposing China’s agenda is too high. The United States is so far doing little to change this.

Book excerpt: While US-centred bilateralism and ASEAN-led multilateralism have largely dominated the post-Cold War regional security architecture in the Indo-Pacific, increasing doubts about their effectiveness have resulted in countries turning to alternative forms of cooperation, such as minilateral arrangements. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. This book examines the rise of these arrangements, their challenges and opportunities, as well as their impact on the extant regional security architecture, including on the ASEAN-led multilateral order. A valuable guide for students and policy-makers looking to understand the nature and development of minilateralism in the Indo-Pacific region.

The already evident damage to that order, and even its possible collapse, pose particular challenges for Japan, as explored in this book. Noted experts survey the difficult position that Japan finds itself in, both abroad and at home.
