International environmental regimes--institutional arrangements that govern human-environmental interactions--are dynamic, changing continuously over time. Some regimes go from strength to strength, becoming more effective over the years, while others seem stymied from the beginning. Some regimes start strong, then decline; others are ineffective at first but become successful with the passage of time. In Institutional Dynamics, Oran Young offers the first detailed analysis of these developmental trajectories. Understanding the emergent patterns in environmental governance and how they affect regime effectiveness, he argues, is an important part of solving environmental problems. Young proposes a framework for analyzing patterns of institutional change based on the alignment of internal, endogenous factors--which include flexibility, monitoring procedures, and funding mechanisms--with such external, exogenous factors as the attributes of environmental problems, the political and economic contexts, and technological innovations. He offers five case studies of environmental regimes, governing environmental problems ranging from climate change to the protection of the Northern Fur Seal, each of which exemplifies one of the emergent patterns he has identified: progressive development, punctuated equilibrium, arrested development, diversion, and collapse.

Confronting theory with evidence, and combining qualitative and quantitative analysis, it compares fourteen case studies of international regimes. It considers what effectiveness in a regime would look like, what factors might contribute to effectiveness, and how to measure the variables. It determines that environmental regimes actually do better than the collective model of the book predicts. The effective regimes examined involve the End of Dumping in the North Sea, Sea Dumping of Low-Level Radioactive Waste, Management of Tuna Fisheries in the Pacific, and the Vienna Convention and Montreal Protocol on Ozone Layer Depletion. Mixed-performance regimes include Land-Based Pollution Control in the North Sea, the Convention on Long-Range Transboundary Air Pollution, Satellite Telecommunication, and Management of High Seas Salmon in the North Pacific. Ineffective regimes are the Mediterranean Action Plan, Oil Pollution from Ships at Sea, International Trade in Endangered Species, the International Whaling Commission, and the Convention for the Conservation of Antarctic Marine Living Resources.

Analyzing international relations with the focus on compliance of actors with regimes or sub-regimes to control a common good is becoming more and more interesting, not only because over a very short period of time (compared to world history) all resources on this planet are becoming more and more rare, but also because every political actor in this anarchic world system can use, pollute, destroy, save or ignore it, with basically no real control mechanism. The paper is going to use two well know theories to analyze compliance and effectiveness of international regimes or regulations. The institutional approach will be used to discuss whether it is more likely for actors to comply or not and under which circumstances the level of compliance is high enough to turn an international regime into a useful and effective instrument to regulate and control a certain behavior. The theory of realism will be used to analyze the likelihood of compliance and effectiveness of international regimes from a realist's point of view. The two theories will be compared regarding the most coherent explanation of likelihood of compliance and its influence on the effectiveness of the sub-regimes OILPOL and MARPOL, which were created to control oil pollution of the seas. Which theory can best explain the effectiveness and the likelihood of compliance with these two sub-regimes? Afterwards, compliance of actors with sub-regimes in the scope of the control and protection of common goods will give a detailed view on the problem of pollution of the seas, followed by a brief conclusion.
