The more common uses are: the indexation of wages, rents, contracts and social security payments; the deflation of household consumption in the national accounts; and as a general macroeconomic indicator, especially for inflation targeting and for setting interest rates. Elements of a CPI are also often used in the calculation of purchasing power parities (PPPs) required in the Interna-tional Comparison Program (ICP) (UN, 2009). As such it also has very significant political implications when the performance of the governments is assessed in terms of real growth, inflation and poverty reduction.

Book excerpt: This study aimed to examine the impact of changing availability of different energy sources and their price levels on household energy choice, consumption, and expenditures. Knowledge of household expenditures and energy consumption patterns is an essential building block for further work on possible policies in the energy sector and associated poverty and social impact analysis. To this end, the four most recent household expenditure surveys-conducted in 1994, 1997, 1999, and 2001-were analyzed in detail. The survey periods included those with low fuel prices (1999) and a time of rising world oil prices (2001). No household expenditure surveys are available from the last two years, when the increase in fuel prices has far outstripped general inflation. Nevertheless, between 1994 and 2001, prices of electricity, natural gas, kerosene, and liquefied petroleum gas (LPG) rose more rapidly than the consumer price index (CPI), potentially offering insights into how households might react to, and manage, sharply rising energy prices. The household survey analysis was supplemented by focus group discussions and individual interviews conducted in 2004 and 2005. Participants were asked questions about reasons for energy choice, the quality of service provided, evidence of increasing competition, affordability of different energy sources, benefits and costs, and commercial malpractice.

Book excerpt: Pakistan, like many LDCs, derives most of government revenue from indirect taxation. However, the system of taxes and subsidies has grown up piecemeal over the years. Previous exercises in price reform for Pakistan have been forced to make very restrictive assumptions about consumer preferences, and have typically used demand systems that prejudge what are the desirable directions of price reform. In this paper, the methodology of Deaton (1988, 1991) is extended and applied to the 1984-85 Household Income and Expenditure Survey. A theory of quality variation based on separable preferences is developed, and the implications for welfare and empirical analysis laid out. The prices of oils and fats and of sugar do not vary very much in the survey data, and the symmetry and homogeneity restrictions from the theory play an important part in obtaining sharp estimates of own and cross-price elasticities. The parameter estimates suggest that there are significant cross-price elasticities between the high-calorie foods and the presence of these substitution patterns means that the effects of potential price reforms are quite different from those that would be estimated using the traditional assumptions. Based on demand patterns alone, it would be desirable to raise government revenue by raising the consumer price of rice. However, in Pakistan it is not generally possible to decouple the producer and consumer prices of rice.

Book excerpt: The level of food consumption patterns and analysis of changes in such patterns determine how much a nation and its inhabitants are poor and may also help to determine whether there have been some positive improvements in the nation's health. This study mainly aims to determine the different factors influencing the level of consumption of food and its composition in Rural Peshawar, Pakistan. The data was collected from each respondent (lady heads of the household) through an interview schedule/questionnaire. For the analysis of data the consumption estimates were converted into per capita food consumption, and on the basis of calories estimates the calories intake was computed. When compared to national and international levels, the study area's calorie intake (2411) is about equal to Pakistan's average (2431) for 2000-02, but is lower than the world, developed countries, developing countries and Asia & the Pacific region countries' averages, which, respectively, are 2803, 3314, 2667 and 2674 (FAO, 2005; p.150).This suggests recommending increase in food consumption through (a)increase in food production and its availability to general masses and (b)increase in consumers' income.

Book excerpt: The measurement of food consumption and expenditure is a fundamental component of any analysis of poverty and food security, and hence the importance and timeliness of devoting attention to the topic cannot be overemphasized as the international development community confronts the challenges of monitoring progress in implementing the 2030 Agenda for Sustainable Development. In 2014, the International Household Survey Network published a desk review of the reliability and relevance of survey questions as included in 100 household surveys from low- and middle-income countries. The report was presented in March 2014 at the forty-fifth session of the United Nations Statistical Commission (UNSC), in a seminar organized by the Inter-Agency and Expert Group on Food Security, Agricultural and Rural Statistics (IAEG-AG). The assessment painted a bleak picture in terms of heterogeneity in survey design and overall relevance and reliability of the data being collected. On the positive side, it pointed to many areas in which even marginal changes to survey and questionnaire design could lead to a significant increase in reliability and consequently, great improvements in measurement accuracy. The report, which sparked a lot of interest from development partners and UNSC member countries, prompted IAEG-AG to pursue this area of work with the ultimate objective of developing, validating, and promoting scalable standards for the measurement of food consumption in household surveys. The work started with an expert workshop that took place in Rome in November 2014. Successive versions of the guidelines were drafted and discussed at various IAEG-AG meetings, and in another expert workshop organized in November 2016 in Rome. The guidelines were put together by a joint FAO-World Bank team, with inputs and comments received from representatives of national statistical offices, international organizations, survey practitioners, academics, and experts in different disciplines (statistics, economics, nutrition, food security, and analysis). A list of the main contributors is included in the acknowledgment section. In December 2017 a draft of the guidelines was circulated to 148 National Statistical Offices from low- to high-income countries for comments. The document was revised following that consultation and submitted to UNSC, which endorsed it at its forty-ninth session in March 2018 (under item 3(j) of the agenda, agricultural and rural statistics. The version presented here reflects what was endorsed by the Commission, edited for language. The process received support from the Global Strategy for Agricultural and Rural Statistics. The document is intended to be a reference document for National Statistical Offices, survey practitioners, and national and international agencies designing household surveys that involve the collection of food consumption and expenditure data.

This allows us to obtain consistent estimates of the effects of household size and composition on consumption patterns even when these demographic variables are correlated with an unknown function of income. The coefficients on the household composition variables are used to infer patterns of intrahousehold allocation. While there is little evidence of gender bias amongst children, adult males appear to get more than adult females. There is a tendency amongst males for workers to get more than dependents. There is no evidence of differential treatment of the elderly and higher birth-order children. We identify substantial economies of size in food consumption. We also find that Engel curces for food, adult goods and child goods are nonlinear, which suggests that the PIGLOG class of demand models in inappropriate.
