Book excerpt: Prior to 1979, China had a bifurcated and geographically-dispersed industrial structure made up of a relatively small number of large-scale, state-owned enterprises in various industries alongside numerous small-scale, energy-intensive and polluting enterprises. Economic reforms beginning in 1979 led to the rapid expansion of these small-scale manufacturing enterprises in numerous energy-intensive industries such as aluminum, cement, iron and steel, and pulp and paper. Subsequently, the government adopted a new industrial development strategy labeled "grasp the large, let go the small." The aims of this new policy were to close many of the unprofitable, small-scale manufacturing plants in these (and other) industries, create a small number of large enterprises that could compete with OECD multinationals, entice these larger enterprises to engage in high-speed technological catch-up, and save energy. China's Technological Catch-Up Strategy traces the impact of this new industrial development strategy on technological catch-up, energy use, and CO2 emissions. In doing so, the authors explore several detailed, enterprise-level case studies of technological catch-up; develop industry-wide estimates of energy and CO2 savings from specific catch-up interventions; and present detailed econometric work on the determinants of energy intensity. The authors conclude that China's strategy has contributred to substantial energy and CO2 savings, but it has not led to either a peaking of or a decline in CO2 emissions in these industries. More work is needed to cap and reduce China's CO2 emissions.

In this book, the authors demonstrate how to utilize fly ash/pond ash (waste materials from thermal power plants) to produce a novel material called 'Geopolymer' (GP). Red mud, slags, etc., are mixed with fly ash to produce GP with enhanced strength. As shown in a few European countries, GP can replace cement, and some permanent structures constructed with GP are now appearing in a few advanced countries. GP, and geopolymer concrete, is considered suitable for the construction of roads, buildings, etc., and will eventually, fully or partially, replace cement. The book highlights the mechanism of the formation of GP from pond ash. Properties of structures made with GP concrete are found to be comparable to those made with cement concrete. Systematic investigations are presented to understand the chemistry of GP formation with pond ash materials. Performances of these materials above ambient temperature, as well as with different environmental conditions, are also evaluated. Audience The book will be used by civil engineers in the construction and ceramic industries, as well as the industrial waste sector. Researchers in materials science, structural and civil engineering, environmental science, and ceramic engineering, will also benefit. Reviewing what has worked, what hasn't, and why, the evaluation's key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects rate of returns, and did not address investors need for up-front capital. Technology transfer broadly understood to include diffusion of technical and financial innovations related to low-carbon development has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.

In the national context, case studies of two different provinces reveal regional disparities in the energy trends of developing coastal and undeveloped inland provinces. These analyses present new insights into regional energy intensity trends and development experiences that enable a more nuanced assessment of the factors driving energy use and the applicability of foreign energy efficiency policy instruments in China.
